HomeMy WebLinkAbout1996 06 19 CC MIN SS1996 06 19 CC MIN SS@˜}&MIN SS JUN 19 1996à›[H6E8 BALDWIN PARK CITY COUNCIL STUDY SESSION, CITY HALL, 14403 EAST PACIFIC AVENUE, WEDNESDAY, JUNE 19,1996 The City Council of the City of Baldwin Park met in a Study Session in Room 307 at 5:00 p.m. ROLL CALL PRESENT: COUNCILMEMBERS LOZANO, MARTINEZ, MUSE AND MAYOR VARGAS ALSO PRESENT: Acting City Attorney Munoz, Dir. of Administrative Services Yeats, Chief of Police Lanza, Dir. of Public Works Mousavi, Dir. of Rec/Community Services Nunez, and City Clerk Gair 00- Councilmember Lowes absence was excused. 00- ORAL COMMUNICATIONS Mayor Vargas declared Oral Communications open and invited those wishing to speak on any subject to come forward. There were none. Mayor Vargas declared Oral Communications closed. 00- TOPICS FOR DISCUSSION James Andrew, Consultant, gave an overview of the transportation program. The program needs to address the needs of the community and how can services be coordinated. The six tasks that were set before Council were carefully examined. The marketing and organization plan were contained in the report. Also a budget was prepared to give the costs elements. This information provides a basic ingredient for good transit service. The major needs has improved transit within the City is: 1) Restructure by eliminating riders from the general public, have elderly & disabled transit service, and expand to El Monte; 2) Establish local fixed route service northern & southern routes), the southern route should tie in with West Covina. Council discussed the routes suggested and possible expansion of the routes with a trade oft of a longer not to exceed 30 minutes) wait in time, and the difficulty with the transferring. Also discussed was the advantage of leasing rather than purchasing the vehicles. Conclusion of City Council was: 1) Create an on-demand services with a premium non- subsidized service, should be privatized to bring down cost and encourage access; 2) Need to extend the route loops and include major points; and 3) Like to see strong language to emphasis good customer service in bids that are solicited and bilingual dispatcher new RFP). Bid collectively or bid individually for service. James Andrew stated to be careful of being overly lenient and a too convenient program will be swamped. An explanation of the cost was given. Director Nunez gave July 17th as the date for a revised presentation to be made to Council. Mayor Vargas asked why not include new routes, smaller buses for the peak times? Director Nunez stated that staff would explore the lease/purchase option for the vehicles. Mayor pro tem Muse suggested taking into account doing this in-house under the direction of Public Works. 00- The regular Study Session recessed at 6:55 p.m. 00- CLOSED SESSION The regular meeting of the City Council adjourned to a Closed Session to consider Public Employee Performance Evaluation, Title: Executive Team, pursuant to Government code 54957.
