I've never said that. In fact, if you look at any study of any immigrant group, including Mexicans, including El Salvadorians or anybody else, Chinese for that matter. People that come to this country will learn English. And they'll learn English because they need to learn it to survive. In the meantime, if there are parents here that would love to see their children participate in some of these activities and those parents can not read or write English, haven't had the time to go take classes to learn English, then why should they be punished. Why should their children be punished for not being able to attend swimming classes, recreation classes, just because their parents don't speak English. I think it's totally unfair when a large portion of this community could definitely utilize these services. Forget that argument, the fact is, this Council has said that that's what it wants to be done. You disagree, and I understand. Unfortunately there's four other members on this council that want to see this implemented. And if I understand it, that's basically the way it goes. So frankly... Councilwoman Lowes: I understand that is the way it goes. Mr. Nunez, I do think that you did a beautiful job on this. Thank you toward Mr. Nunez). Mayor Vargas: I do not want to have to say this again. To anybody from any department in this City. This is the policy of the City Council, whether or not you agree with it or disagree with it, that's what it is. And if there's any problems with it from anybody that's supposed to implement this you should let us know now. Otherwise, this should not be a topic for discussion ever again. And that's all I have to say regarding that.
