The City Council of the City of Baldwin Park
met in adjourned regular session in Room
307 at 7:00 p.m.

The absences of Mayor Vargas and Mayor pro tern Muse were excused.

ORAL COMMUNICATION
Councilmember Lozano declared Oral Communications open and invited those wishing
to speak on any subject to come forward. There were none.
There being no speakers, Councilmember Lozano declared Oral Communications
closed.

PUBLIC HEARING
Councilmember Martinez introduced the Public Hearing pertaining to the vacation of
a portion of Maine Avenue and Garvey Avenue."
Director of Public Works Mousavi stated that the City has approved the development of
a 215,000 square foot retail/commercial center on 18.1 acres bounded by Baldwin Park
Boulevard, Francisquito Avenue and the I-10 Freeway. The construction of the
commercial development encompasses a portion of the Maine Avenue and Garvey
Avenue right-of-ways. In order to complete the construction of the commercial
development, the City must complete vacation proceeding of those portions of Maine
Avenue and Garvey Avenue. It was recommended that Council conduct a public hearing
to determine that the vacation is in conformance with the General Plan and adopt the
resolution ordering the vacation of a portion of Maine Avenue and Garvey Avenue.

to speak pertaining to the street vacation to come forward. There were none.
There being no speakers, Councilmember Martinez declared the Public Hearing closed.
It was moved and seconded to approve Resolution No.96-55, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA ORDERING THE
VACATION OF A PORTION OF THE STREET RIGHT-OF-WAY OF MAINE AVENUE
BETWEEN FRANCISQUITO AVENUE AND GARVEY AVENUE, GARVEY AVENUE CUL-
DE-SAC TO CUL-DE-SAC. M/S/C: LOWES/LOZANO. There were no objections.

REPORTS OF OFFICERS. COMMISSIONS. AND COMMUNICATIONS
Director of Public Works Mousavi requested approval of Final Parcel Map 1283 pursuant
to the requirements of the State Subdivision Map Act. Final Parcel Map 1283 is a nine
lot subdivision for commercial purposes. The property consists of 18.1 acres bounded
by San Bernardino Freeway to the south, Baldwin Park Boulevard and Francisquito
Avenue to the north. The owner of the property is the Baldwin Park Redevelopment
Agency and the developers are SDC Partners, LTD and Dayton Hudson Corporation.
The City is responsible for all off-site improvements outlined in the Disposition and
Development Agreement DDA), therefore, a security bond for off-site improvements is
not required. It was recommended to be approved.
It was moved and seconded to approve Final Parcel Map 1283. MIS/C:
LOWES/LOZANO. There were no objections.
