HomeMy WebLinkAbout1996 07 17 CC MIN SS1996 07 17 CC MIN SS@˜}MIN SS JUL 17 1996à›[H6>8 BALDWIN PARK CITY COUNCIL STUDY SESSION, CITY HALL. 14403 EAST PACIFIC AVENUE, WEDNESDAY, JULY 17, 1996 The City Council of the City of Baldwin Park met in a Study Session in Room 307 at 6:00 p.m. ROLL CALL PRESENT: COUNCILMEMBERS LOWES, MARTINEZ, MUSE AND MAYOR VARGAS ALSO PRESENT: City Attorney Bower, Dir. of Administrative Services Yeats, Chief of Police Lanza, Dir. of Public Works Mousavi, Dir. of Rec/Community Services Nunez, and City Clerk Gair 00- The absence of Councilmember Lozano was excused. 00- ORAL COMMUNICATION Mayor Vargas declared Oral Communications open and invited those wishing to speak on any subject to come forward. There were none. There being no speakers, Mayor Vargas declared Oral Communications closed. 00- TOPICS OF DISCUSSION Mayor pro tern Muse introduced Dr. James D. Boulgarides for a presentation on deregulation of utilities. Dr. Boulgarides gave a slide presentation on the development of Culver City, researching utility companies, and the beginning of deregulation. He presented: 1. Warnings a) Snatching failure from success Dr. Boulgarides stated that cities need the determination to complete the change, unbundling generations of power, distribution of powers, and customer service and introduce competition into utility industry. Dr. Boulgarides stated that no cities in the San Gabriel Valley have taken on this kind of effort. Pasadena and nine 9) other cities are part of a group that operate their own utilities SCAPA).
