Mayor Vargas read the Proclamation declaring the month of July as Parks and Recreation Month" and presented it to Director of Recreation/Community Services Nunez. Chief Lanza introduced Gabriel Salazar as a future police officer and told of his background and education. Chief Lanza introduced Police Officer Michael Ford and told of his background and education. City Clerk Gair administered the Oath of Office to Officer Ford. 00- ORAL COMMUNICATION Mayor Vargas declared Oral Communications open and invited those wishing to speak on any subject to come forward. She presented each Councilmember with a cup and pin. Marsha Mednick, President of the San Gabriel Valley Commerce and Cities Consortium, stated that she was new to the area, that she looked forward to meeting Council, and to learn more about the community. She looked forward to improving the economic base in the San Gabriel Valley. Alfonso B. Alvarez, 4837 Bleecker, thanked Council and the Code Enforcement Officers for doing a good job and for the letter of commendation that he received. Philip Avalos, 5001 Bleecker, stated that he has complained to the police department and the City about a noisy neighbor for the last 2-3 months. He stated that the City told him to file a complaint with the Police Department. The Officer on duty told him to call the police officer out and file a complaint then. He further stated that he felt that he is getting the run around from the City and the Police Department. There being no other speakers, Mayor Vargas declared Oral Communications closed. 00- CONSENT CALENDAR The Consent Calendar consisted of the following: 1. Maine Avenue Dr. Edward Hernandez It was moved and seconded to approve the Consent Calendar. MIS/C: LOWES/MARTINEZ. Councilmember Martinez abstained from Item No.3 due to a possible conflict of interest. 00- REPORTS OF OFFICERS, COMMISSIONS. AND COMMITTEES Director of Recreation and Community Services Nunez requested approval to submit a discretionary grant application for the City's 1992 Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree Planting, Senior and Youth Recreation, Beaches and Wildlife Protection. The Recreation and Community Services will submit a competitive grant application prior to August 1st to the Los Angeles County Regional Park and Open Space District for $500,000 for the constructions of a 6,500 square foot At-Risk Youth and Family Service Center at Barnes Park. The building will consist of a large open area subdivided into smaller, more specialized spaces for a large recreation room, meeting room, office space, classrooms, counseling rooms and restrooms. The facility will meet all American With Disabilities Act requirements. It was recommended to adopt the resolution for the grant application for the construction of an At-Risk Youth and Family Service Center at Barnes Park. It was moved and seconded to approve Resolution No.96-57, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING THE DEPARTMENT OF RECREATION AND COMMUNITY SERVICES FOR THE GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT AT-RISK YOUTH RECREATION & SERVICE FACILITIES COMPETITIVE GRANT PROGRAM FOR THE AT-RISK YOUTH AND FAMILY SERVICE CENTER." Staff identified two projects for consideration under this funding opportunity. One is a tree planting project and the other, a combination of graffiti prevention/ADA modification of public restrooms for the Civic Center facility. The tree planting project proposes to plant 450 trees on parkways at various residential streets in the City. For this project, grant funds in the amount of $45,000 is requested. The second application, graffiti prevention/ADA modification project proposes to modify the public restrooms in the first floor of City Hall to comply with ADA requirements, and to utilize graffiti-resistant materials for partitions, mirrors and other furniture. The requested amount of grant funds for this project is $30,000. It was recommended to adopt the resolution approving the applications to the Los Angeles County Regional Park and Open Space District for grant funds for the above projects and to authorize the Director of Public Works to conduct all negotiations, to execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests and so forth, for the completion of the projects as described in the applications. In response to Mayor pro tem Muse, Director Mousavi stated that a letter is given to each resident that is suppose to receive a tree, that the letter explains the program and it requests cooperation from the community with the watering and caring of the trees. It was moved and seconded to approve Resolution No.96-58, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT URBAN TREE PLANTING COMPETITIVE GRANT PROGRAM FOR A TREE PLANTING PROJECT." MIS/C: MUSE/LOZANO. There were no objections. City Attorney Bower stated that for the record, Resolution No.96-59 had a typographical error that was changed. It was moved and seconded to approve Resolution No.96-59, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT GRAFFITI PREVENTION COMPETITIVE GRANT PROGRAM FOR GRAFFITI PREVENTION AND ADA MODIFICATIONS TO CIVIC CENTER PUBLIC RESTROOMS." He also stated that the resolution would be on the next agenda in support of the reward fund. In response to Mayor pro tern Muse, City Clerk Gair stated that the only vacancies on the Housing Commission have to be tenants, one a 62 year old or older, and the other just a tenant. The Planning Commission has a standing vacancy of Robert Ochoa- Schutz, and two commissioners that have to be reappointed or new appointments, and all three Personnel Commissioners, their terms expired June 30th. There has been no interest shown, the Notices were placed in the Tribune four times, that Council was given all the current applications and hopefully, Council could encourage some people to apply for the various commissions. The Notices will be in the NOW on August 2nd. The applications will be taken up until time for the Council Meeting. Mayor pro tern Muse stated that she would like a Study Session to discuss consolidating the Housing Commission and the Recreation/Community Services Commission to work on the restructuring of the CDBG process. City Clerk Gair stated that only the Planning Commission receives payment for the meetings and Council has previously stated that they would consider paying the other commissioners for attending the meetings. Mayor Vargas stated that he concurred that a Study Session should be set for the restructuring of the CDBG process, and that a report should be in the Status Report pertaining to the cost of implementation of paying the commissioners. In response to Mayor pro tem Muse, Director Yeats stated that the City no longer owns the property, Sierra Center Project, the parcel map is being transferred to the new owners, that Monday new fencing should be up, and demolition should begin very soon. Councilmember Lozano complimented the Police Department on the renovation of the motor home. City Clerk Gair reminded Council that their Economic Statements are due. She asked, as a Citizen, Council consider writing a letter in support of Covina, which is trying to stop the whistle jockeys on the Metro-Link and that Baldwin Park would get the same consideration as Covina. Council concurred by unanimous consent and Mayor Vargas directed Director Nunez to send a letter of support to Covina. 00- It was moved and seconded to adjourn the regular meeting of the City Council at 7:40 p.m. to an adjourned regular meeting on July 18th at 1:00 p.m. in Room 307.
