The City Council of the City of Baldwin Park
met in regular session in Room 307 at
1:00 pm.
ROLL CALL PRESENT: COUNCILMEMBERS LOWES, LOZANO,
MARTINEZ, MUSE AND MAYOR VARGAS
ALSO PRESENT: Dir. of Administrative Services Yeats,
Chief of Police Lanza,
Dir. of Public Works Mousavi, and
Dir. of Rec/Community Services Nunez
TOPICS OF DISCUSSION
Don Duckworth, GRC Associates, proceeded with the Preliminary Strategic Planning
Session pertaining to the Sierra Vista Redevelopment Project Area with the following
Introductions:
1. Identification of Individual Interests
Today's effort will be worthwhile if
The GRC Associates team proposed that the City re-affirm the importance of solid
Council commitment to its redevelopment/economic development programs through an
interactive strategic planning process over a four-month period.
Director of Administrative Services Yeats reviewed the City Council Budget Goals and
Objectives.
Mr. Duckworth requested Council clarifications and additions for the Redevelopment
Project Area and they were:
1. New/updated general plan
2. Long range planning for Redevelopment Area
3. The type of redevelopment that is needed by the community
4. Balanced growth. Focus on the consumer demand.
5. Freeway corridor Potential
6. Redevelopment to create more jobs
7. Clean-up and development from Puente Avenue to 605 Freeway
8. Clean-up of properties with contamination

9. Light industries to create employment opportunities, with emphasis on
retail businesses and consumers, competitive with surrounding areas and
a safe, tranquil setting to attract businesses/resident.
10. Elimination of blight

14. Light manufacturing opportunities
Director Yeats explained the use of technology in City Hall which included:
1. City wide information Systems networked; E-mail, GIS, CAD, & RMS
2. Continue with high tech thinking and trends don't become stagnant
Mr. Duckworth presented some elements of the recommended action program that
would include:
* Establishing a real estate network of brokers active in the area
* A public relations and marketing program to enhance the City's image
and disseminate information to developers and owners;
* RFP's designed to encourage developers to prepare proposals for
developing projects to capture the market demand;
* Property acquisition and land assembly efforts to put workable sites
together which are responsive to tenant needs;
* Targeted marketing programs and materials to enhance existing tenants
and introduce new tenants to Baldwin Park;
* Programs to work with merchant associations and encourage event
planning" to attract customers; and
* A financing program that identifies City resources and capabilities to take
on economic development programs.
Mr. Duckworth explained GRC Associates' Scope of Work and the proposed project
timeline. The GRC Associates team will prepare a series of analyses and
recommendations for Staff and Council review. Staff review would be integrated with the
on-going conduct of the analysis. Council review and guidance would be provided at a
series of Study Session presentations.
