Park met in a Study Session in Room
307 at 6:00 p.m.
ROLL CALL PRESENT: COUNCILMEMBER LOWES, LOZANO,
MARTINEZ, AND MAYOR PRO TEM MUSE
ALSO PRESENT: City Attorney Bower,
Dir. of Administrative Services Yeats,
Acting Chief of Police Kies,
Dir. of Public Works Mousavi,
Dir. of Rec/Community Services Nunez, and
City Clerk Gair

ORAL COMMUNICATION
Mayor pro tem Muse declared Oral Communications open and invited those wishing to
speak on any subject to come forward. There were none.
There being no speakers, Mayor pro tern Muse declared Oral Communications closed.

TOPICS OF DISCUSSION
Director of Public Works Mousavi described the bus shelters located in the City. The
City needs 45 bus shelters and he distributed maps showing the various locations of
private shelters. There is a need for 46 benches and trash containers at other
locations.
The plans are: 1) Private contractors to install 45 shelters.
2) City install the benches and the trash containers.
Cost comparisons were given with regard to private contractors doing certain work and
the City doing other work.

In conclusion: Award the contract to private company for approximately one year and
re-evaluate along with transit the system.
In response to Councilmember Lowes, Director Mousavi stated that there is money in
the Prop A Funds to cover the estimated cost of $40,000.
Tony Ingegneri with Metro Display Advertising and Joe with Media Maintenance stated
that they would provide 20 bus shelters for the City and maintain the City shelters. Pay
for this out of advertising revenue. The difficulty in maintenance of the shelters was
explained.
It was proposed to: 1) Remove City shelters.
2) Install new in place of their shelters. They want to
enhance the shelters.
In response to Councilmember Lowes, Director Mousavi stated it would go to bid for the
installation of bus shelters.
Mayor pro tern Muse asked: if the project could be held off for one year until the
transportation system is in place; and will the shelters be used with the transit system?
Councilmember Martinez stated as Alternate #1 we invest $40,000 and the contractor
would maintain and set up their own shelters, and arrange the advertising. He asked
about the time frame for Metro?
In response to Councilmember Martinez, Mr. Ingegneri stated that it would take 30 days
to manufacture their own bus shelters.
Director Mousavi stated that a low estimate of $16,000 is profit to the City. There will be
some control on the advertising. He further stated that this item would be brought to
Council on August 21th.

Director of Administrative Services Yeats explained the unusual Holiday schedule for
this year and requested that the City Hall be closed for the full week of Christmas, and
City Hall be dark on New Year's Day.
Council directed staff to bring back a report on the Christmas Holiday closing of City
Hall and to hold only the 3rd week Council meeting in January.

CLOSED SESSION
The regular Study Session Meeting of City Council adjourned to a Closed Session
to consider Public Employee Performance Evaluation, Title: Executive Team, pursuant
to Government Code 54957. The Closed Session was continued to the regular
meeting of the City Council immediately following.

The regular Study Session Meeting was adjourned at 6:59 p.m. with the Closed
Session continued. There were no objections.
