The City Council of the City of Baldwin Park met in
Special session at Walnut Creek Nature Park at
5:30 p.m.

Director of Recreation/Community Services Nunez stated that information had been
gathered during the Baldwin Park 2000 Recreation and Community Services Committee
meetings and during the Park Master Plan meetings for recreational facilities. A
discussion was held pertaining to the background and problems with Barnes Park, Central
Park West, and Roadside Park. Staff recommended that a 6,000 to 7,000 sf community
building be constructed at the Barnes Park site. The building would contain a gameroom
area and meeting rooms that would be available to residents that are unable to travel to
the Community Center. Recently a number of trees were planted in the large open area.
When the trees mature they will provide additional shaded areas. The park has a small
concrete wading pool that has not been used in the last ten 10) years because of health
codes and liability.
Staff has met with representatives from the Baldwin Park Unified School District regarding
the use of school district property for Satellite Parks. The following were suggested as
possible Satellite Park Locations, Olive Jr. High School Pleasant View Elementary
School, Elwin Elementary School, and Vineland School. The Olive School site would
consist of an expansion of the existing Little League which would require some
modifications. Other Satellite Park sites would require improved signage and a fenced
area with picnic areas and new playground equipment.
Staff recommended the removal of the wading pool and the construction of a splash
fountain similar to the fountain at Morgan Park at Barnes Park. Since playground
equipment is older and does not meet American with Disabilities Act ADA) requirements.

Further consideration should be given to replacing equipment.
Staff recommended that Central Park West be divided and that a batting cage or inline
hockey rink be constructed that could be privatized. The other half of the park would be
used as a neighborhood park. The park would be used as a neighborhood park. The
park would feature a playground area, basketball courts and picnic areas. The emphasis
should be placed on constructing a park that will generate an interest by the residents in
the area. The park would include improved lighting and a new irrigation system. The
rostrum facility would be refurbished and put back into service. Consideration was given
to allowing residents to determine the fate of Central Park West by placing an initiative
on the ballot. During the election it would be decided if the property could be sold so that
another piece of property could be purchased to construct another park. The initiative
would require a 2/3 vote. Public Works Staff inquired to see if there is an interest by
developers to purchase the property to construct housing units. Because of the
configuration of the property they have indicated that the possibilities would be very
limited. As a result it is not feasible to continue with this option. Staff recommended that
further consideration be given to proceeding with the refurbishing of Central Park West
as previously recommended.
Staff recommended that a covered picnic area with bar-b-cues and playground area be
constructed at the Roadside Park. This would transform Roadside Park into a
neighborhood park that con be used by residents in the area. Roadside Park is currently
used as a rest site for people traveling along the I-10 freeway. Those currently using the
park usually stop off there to eat lunch or rest. Approximately three years ago, Roadside
Park was used as a site for the city's Summer Lunch Program. The site was very well
attended, but was discontinued due to limited seating for children attending the program.
It is believed that the addition of the amenities indicated would greatly increase the usage
of this park.
Council reviewed the reports and agreed with the recommendations of staff. Council
directed Staff to find out the costs, if any grants are available for the recreation facilities,
and to prioritize improvements. Council stated that Central Park West is a real priority.
