HomeMy WebLinkAbout1996 09 18 CC MIN SS1996 09 18 CC MIN SS@˜}MIN SS SEP 18 1996à›[H6'8 BALDWIN PARK CITY COUNCIL STUDY SESSION, CITY HALL, 14403 EAST PACIFIC AVENUE, WEDNESDAY, SEPTEMBER 18, 1996 The City Council of the City of Baldwin Park met in a Study Session in Room 307 at 6:00 p.m. ROLL CALL PRESENT: COUNCILMEMBER LOWES, LOZANO, MUSE, AND MAYOR VARGAS ALSO PRESENT: City Attorney Bower, Dir. of Administrative Services Yeats, Acting Chief of Police Kies, Dir. of Public Works Mousavi, Dir. of Rec/Community Services Nunez, and City Clerk Gair 00- The absence of Councilman Martinez was excused. The City Council recessed at 6:00 p.m. to a Closed Session. 00- CLOSED SESSION The regular Study Session adjourned to a Closed Session to consider Conference With Legal Counsel, Name of Case: Morgan vs. City of Baldwin Park, pursuant to Government Code 54956.9. In Closed Session Council approved a settlement agreement with David M. Morgan. 00- The City Council reconvened at 6:12 p.m.. Roll call remained the same. 00- TOPICS OF DISCUSSION Director of Public Works Mousavi explained the proposed bike routes for the City. Staff worked with MTA to develop the routes for the City and met with some obstacles. He described the planned route, red curbing and extended lanes as they would be installed on Ramona Boulevard. Council discussed the number of parking spaces affected and if there was adequate parking in the rear of the businesses. Curtis Kebler, Southern California Edison SCE), stated that a 3-4 year process has been going on in restructuring. High rates started the process. New structuring would begin in January 1998. Legislation now exists to begin the PUC recommended process: 1) Give a choice for buying electrical power. 2) Independent System Operations will control and run by a Board. 3) SCE and PGE will continue to own the wires Power Exchange). Generators of power will operate competitively. SCE will deliver based on demand and the market forces. Consolidation of all 3 utilities and hopefully independently owned will join together. Today, there are 4 million customers at 10 cents per kilowatt hour. The goal is move down toward 07 cents. Between now and 1998, a lot of formal rules will be developed. There is great sensitivity toward this working well, after learning from other utilities problems as they had deregulated. In power outages SCE will still handle those problems. Councilmember Martinez was present at 6:40 p.m. The community must declare if they wish to participate to aggregate the power. Each individual resident has to state their desire. Council discussed the legislation allowing a city to become an aggregate of electricity and how far that authority allows a municipality to go. CTC is the transition charge that is made to utility companies. The legislation process will begin to reduce the rates. Franchise agreements will not be affected by this legislation. 00- The Study Session adjourned at 6:50 p.m. There were no objections. LINDA L.
