HomeMy WebLinkAbout1996 11 06 CC MIN SS1996 11 06 CC MIN SS@˜|úMIN SS NOV 6 1996[Þ›[H(8 BALDWIN PARK CITY COUNCIL STUDY SESSION, CITY HALL, 14403 EAST PACIFIC AVENUE, WEDNESDAY, NOVEMBER 6, 1996 The City Council of the City of Baldwin Park met in a Study Session in Room 307 at 6:00 p.m. ROLL CALL PRESENT: COUNCILMEMBERS LOWES, LOZANO, MUSE, AND MAYOR VARGAS ALSO PRESENT: City Attorney Bower, City Attorney Mocune City Manager Yeats, Acting Chief of Police Kies, Dir. of Public Works Mousavi, Dir. of ReciCommunity Services Nunez, and City Clerk Gair 00- CLOSED SESSION The City Council met in Closed Session to consider Conference With Legal Counsel, Existing Litigation, Name of Case: Zesati vs. City of Baldwin Park, pursuant to Government Code 54956.9. In Closed Session Council directed Counsel and authorized settlement of Zesati vs. City of Baldwin Park. TOPICS OF DISCUSSION City Manager Yeats explained the planned Holiday Work Schedule. Staff surveyed other cities and no one closed both days of the week. It was recommended that City Hall remain open on December 23rd. and closed the remainder of the week. The following week City Hall would be closed only on January 1st and open January 2nd. He further explained that the Council meetings of December 18th and January 1st would be dark. Director of Public Works Mousavi, explained the design of Central Park West. Architect Kim Rhodes was present and recommended coming up with three alternatives, to bring those to Council for comments and come back with a single recommendation. She presented a drawing of the property and explained the configuration of the land. Ms. Rhodes discussed with Council the possibility of: 1) batting cages; 2) restroom building location and condition; 3) circulation issues; 4) safety issues; 5) childrens play area; 6) high use to open up park; 7) private development of a portion of the park; 8) public/private development; 9) need for a consistent theme; 10) needs to be well lit and lots of savings; 11) access to get all the way through with speed control; 12) create 2 restroom facilities each end); 13) recreation building and police to use to write reports and staff to oversee park; 14) basketball and tennis court possible and as half- courts; 15) need as activity park, user friendly; 16) roller hockey rink for leagues; 17) mini grand stands/bleachers and meeting rooms and/or snack bar; 18) batting cases visible from the street; 19) possibility of leasing certain aspects for revenue; 20) design all at once; 21) how lighting will affect the neighborhood; 22) parking is a problem; In response to the possibility of any other access or opening up of Central Park West: 23) cost would be costly; 24) U-turn necessary to access going West; 25) create a mini- amphitheater; 26) splash fountain concept; and 27) inquire re: availability of Masonic Lodge property abutts residential property). It was moved and seconded to adjourn the Study Session at 6:52 p.m. MIS/C MUSEILOZANO. There were no objections. LINDA L.
