The City Council of the City of Baldwin Park met
in a Study Session in Room 307 at 5:30 p.m.

MUSE, AND MAYOR VARGAS
COMMISSIONERS OCLARAY, HUETINCK,

Mayor Vargas declared Oral Communication open and invited those wishing to
speak to come forward. There were none.
Mayor Vargas declared Oral Communications closed.

Planning Commissioner Holguin arrived at 6:10 p.m.
TOPIC OF DISCUSSION
Director of Public Works Mousavi stated that the current sign ordinance is a 1970 sign
ordinance that needs to be updated.
City Planner Onaga presented a slide presentation which included the following: 1)
visual survey; 2) identify problems and issues; 3) approach to the problem; 4)
proposed schedule; 5) survey results; and 6) discussion and direction.

81) Sign Survey Exercise
2) Issues:
a) seasonal holiday signs
b) banners, flags and balloons
c) window signs
d) car dealers and service stations
e) free standing signs
f) sign size determined by travel/speed
3) More Issues
a) Council, Commission and Staff issues
b) Business and Resident issues
c) Recent Variances
Who should be involved? The community, Council, Commission and the Businesses.
Development Services Manager Hutar presented a proposed schedule that would
bring everything to closure by June, 1997.
Comments and Direction
a) Need flexibility in code.
b) Strong definition of temporary.
c) Need to allow for bigger signs to attract activity.
d) Criticized size of signs at Towne Center.
e) Code needs to be changed because of the marketing need today.
t) Signs by square footage a good idea.
g) What the City has now is too restrictive.
h) Banners and temporary signs seem to be the problem.
i) Look at Target variance use again.
j) Along the freeway to draw customers be creative with signs
k) Shopping centers need larger signs.
I) Not as opposed to window paintings as all the posters.
m) Need monster sign on Cal Trans property at I-10 and Baldwin Park
Boulevard.
Staff was directed not to form a committee, just do it!
