The Joint Regular Meeting of the City Council, the CDBG
Advisory Committee, the Housing Commission, and the
Recreation/Community Services Commission met in a
Study Session in Council Chambers at 5:00 p.m.

TOPICS OF DISCUSSION
City Manager Yeats stated that the City adopts a 2 year budget in odd numbered years.
The budget has already been adopted. He explained the CDBG Budgeted Expenditures,
Administration Costs, the Code Enforcement, Capital Improvements Projects, and other
projects. Total of all $1,594,767.
Management Assistant Mimura stated that the Consolidated Plan, is a product of all the
input the city received, taking into consideration needs of the community, resources, staff
capacity, mandated requirements, public input and City input. There is a lack of interest
from certain non-profit organizations to participate in the development of the Consolidated
Plan, because they have made several presentations and been denied. Every Year the
government requires an Action Plan. There are six meetings scheduled prior to adoptions
of the Consolidated Plan. He explained that the City would have $2.4 million and that
does not include the carry overs. To date the City has received input from eleven
nonprofit organizations, and three other comments were received from 1) A local real
estate association/group expressed interest in assisting the first time homebuyers in the
City to maximize the HOME Program the group requested that the soft seconds be
limited to $40,000 per loan); 2) Baldwin Park Chamber of Commerce expressed interest
in assisting to create new small businesses for infant child care; and 3) The senior
citizens requested the City provide a larger center. Ettie Lee Homes also has expressed
that there is the need to assist more youth and the need to fund the diversion program.
He also explained the time frames used for the notices, the hearings, and the final
Consolidated Plan. On May 1st a draft plan, with a thirty day review process would be
ready.
In response to Councilmember Lozano, Management Assistant Mimura $1.8 million is
what the City will receive for disbursement. The Action Plan, 3rd Year describes the
way the funds will be spent.
In response to Mayor pro tem Muse, Management Assistant Mimura stated that
$310,000 can be used for public services. She requested that Council receive notice of
what has been designated for the projects, how much is going to streets, sidewalks, etc.
Management Assistant Mimura stated that the breakdown will be given in April. Also,
City Manager Yeats responded that Council will receive a list of the streets that need to
be renovated.
Mayor Vargas stated that he wanted staff to understand the vision and that there may not
be changes. He requested staff make sure the community based organizations in
Baldwin Park be reached and encouraged to apply for funding.
Mayor pro tem Muse requested fliers be sent to the organizations encouraging them to
attend and apply for funding.

In response to Councilmember Lozano, Management Assistant Mimura explained that
there is a list of all organizations that have applied, and publications are placed in the
Tribune and La Opinion. Funding for public services has a cap and there is a limited
amount of dollars to divide. There are some new organizations and he has invited them
to apply for funding. The Girl Scouts was awarded funding last year after trying for
several years. It's good to have a rotation system of nonprofits, because some feel that
Council has made their decision and there is no need to apply.
Mayor pro tern Muse stated that more information on the needs is available from BP
2000, and Kaiser has a needs assessment for health care. Agencies need to be
encouraged to come into the community. The Family Service Center can offer a place
for more agencies to provide services.
Mayor Vargas stated that he would like to see the maximum amount of the 15% cap
utilized. He further requested staff look for ways to be creative even though some
departments have already had funds identified. The Administrative Funding could be
used it more on streets and programs. He also requested that the Child Care Subsidies
be continued and an update be given to Council.
In response to Mayor Vargas, Director Nunez stated that the Sports Scholarship
exceeded half of the money, and all that money will be used. He also stated that staff
is still trying to encourage people to participate in the child care subsidy. A lot of people
have relatives that care for their children and they are unlicensed, so they do not qualify
for the subsidy.
Commissioner Carpenter stated that the combination of income levels, the people that
need the assistance are just above the cap line. It's the working poor, the cap is
predetermined, but families that are struggling are not eligible. She further stated that
she is working with the Chamber, the County, and Steve Stoltz to develop a child care
licensing program.
Mayor Vargas stated that the City should focus on attracting agencies that serve the
public food and clothing and attract health care agencies to expand it to help the low
income.
Mayor pro tern Muse stated that a sliding scale fee be used for those that do not have
insurance, there are 22 health care providers in the City and only 11 provide the sliding
scale.
In response to Councilmember Lozano, Management Assistant Mimura stated that a
letter, plus a schedule of the process is sent to the nonprofit organizations. Any
nonprofit is welcome to come in and apply.

Councilmember ember Lowes stated that funding should be given to those that apply, because
they provide good service. A rotation system would be one way to distribute the funding.
Everyone who gets granted money, should be required to go through the process to
receive funding. The City receives the monies from the government, and guidelines
are set and the nonprofit its have to realize they have a responsibility to keep accurate
records.
In response to Councilmember Lowes, Commissioner Carpenter stated that there should
be a health care voucher program for adults. The voucher program could be done
similar to child care subsidy, or it could also be just for dental care.
Mayor Vargas stated that he preferred to have a health care based organization in the
City rather than funding organizations out of the City. Family counseling would be a
definite need for the voucher program in the City.
Mayor pro tem Muse stated that priorities need to be set now to make sure that
agencies that are applying are servicing those needs. A scale should be developed,
containing factors that would give better information on the agencies and the needs
provided. A promotion piece needs to be developed, an application designed, that asks
the nonprofits to prove they are providing the services that they have stated on the
application.
In response to Management Assistant Mimura, Mayor pro tem Muse stated that some
nonprofits may not have anyone on staff that has the knowledge to write an application
for funding, and that nonprofit does not get considered for funding. She also stated that
health care vouchers provide a way to promote their service.
City Manager Yeats stated that a score sheet would allow Council to be more critical of
those applying for funding.
In response to Councilmember Lozano, Management Assistant Mimura stated that
nonprofits do give the numbers they service they have to show what the organization
has done in order to receive payment. There is a requirement to use the money for
Baldwin Park residents. Annually the City has a cap for each organization, if they do not
use the money, they do not carry over the funds
Councilm ember Lowes stated that some organization serve people in other communities,
and they need to solicit funds from the other communities to service those people.
Management Assistant Mimura stated that organizations have to show in their budget
what amounts will be used in Baldwin Park. Organizations provide the City with a
monthly report, and if a nonprofit receives more than $25,000 in funding they can be
audited by the government.

In response to Commissioner Ferrer, Director Nunez stated Family Services will provide
their own funding, and we will supply the space. Commissioner Ferrer stated that El
Monte has an agency that wants to move into the City and that she has never seen the
publication that these services are available.
Commissioner Carpenter stated that the Council needs to set a priority. If you know
ahead of time, your priorities, then the commission needs to know what agencies to go
after. Commissioners and agencies are upset when they set priorities and they are not
what the Council wants.
Commissioner Ferrer stated that with welfare reform, next year the City will have
problems with food, clothing and shelter. Mayor Vargas added that policies issued by
local governments will have to take on health care problems, and housing needs.
Revenue sources wilt have to come from local residents.
Councilmember Lowes stated that priorities should be given to the home buyers
program to assist people to live in Baldwin Park, for the graffiti program, and
consideration be given for the safe route to school sidewalk program.
Mayor pro tem Muse explained that another City paid the nonprofit groups for
beautification projects in the City, and that Baldwin Park could develop that type of
service.
Councilmember Garcia stated that people need job training to develop skills to get off
welfare.
Commissioner Rodriguez stated that pregnancy prevention programs and job training
needs to be provided for the teenagers, that guide them to a better education and skills.
Do something now, later they will come as young parents and need public services. This
City needs to look at other cities that have these types of programs and see if they were
successful.
Commissioner Carpenter stated that monitoring teams made up of commissioners can
be used, that way the one funding can see that the goals are being utilized by the
non profits.
