The City Council of the City of Baldwin Park
met in special session in Room 307 at 8:00
a. m.
ROLL CALL PRESENT: COUNCILMEMBERS LOWES, LOZANO,
MUSE, AND MAYOR VARGAS
ALSO PRESENT: City Attorney Bower1
City Manager Yeats,
Acting Chief of Police Kies,
Dir. of Public Works Mousavi,
Dir. of Rec/Community Services Nunez,
City Treasurer Montenegro, and
Acting City Clerk Branek
CLOSED SESSION
The City Council adjourned to a Closed Session at 8:13 a.m. to consider Public
Employee Discipline/Release, pursuant to Government Code 54957.
The special meeting of the City Council reconvened at 8:50 a.m.
It was moved and seconded to dismiss the Law Firm of Rutan and Tucker as the City
Attorney. MIS/C: LOZANO/MUSE. Councilmember Lowes dissented.
It was moved and seconded to appoint the Law Firm of Beltran, Leal, and Medina
with David J. Olivas as City Attorney. MIS/C: MUSE/LOZANO. Councilmember Lowes
dissented.
Councilmember Lowes stated that she feels it is a conflict of interest for Mayor Vargas
to hire the Law Firm of Beltran; Leal, and Medina as City Attorney since Leal is one of
the owners of the law firm, and he is the Godfather of Mayor Vargas' oldest son. She
also stated that she thought that City Attorney Bower did a good job.
