in regZlar session in the Council Chambers at
7:00 p.m.

Mayor Vargas read the ProclamatIon declaring Wednesday, March 12, 1997 as the
*85th Girl Scout Annlversary.Z Mayor Vargas presented the Proclamation to Service
Leader Manager, Unda Benavides.
City Manager Yeats Introduced New Employee, Director of Community Development,
Steven A. Cervantes and told of his education and background.

ORAL COMMUNICATIONS
Mayor Vargas declared Oral Communications open and invited those wishing to speak
on any subject to come forward.
Ricardo Pacheco, 3436 La vista, thanked Mayor Vargas for a good job while he was
in office, and wished him well. He also congratulated all the candidates that won the
election. He requested that, assuming Councilmember Lowes wins the Mayor's race,
that it would be appropriate that he be appointed to the open seat on the Council.
Eli Roca, 14637 California, presented pictures showing the progress of the snack bar at
Lucky Baldwin Little League. He commended Mr. Sam Cimo, from Cimo Electric, Danny
Miranda Sr. and Randy Miranda for all their work on the snack bar. The League has

several volunteers, and the $15,000 is almost depleted. The structure is almost
completed, and at this point the League needs $10,000 to complete the project. He
requested an appropriation of funds to complete the project.
Tony Bejarano, 3508 Big Dalton, hopes that Council has a special election for the
vacant seat and that no one is appointed. He stated that he has never been
disrespectful to any one on the Council, and has never taken down any signs of the
candidates. While he was poll watching he saw Mayor Vargas at Kenmore School taking
down the street roster, and that someone tried to run over him at Kenmore School. A
police report has been filed. He further stated that he will not be intimidated when it
comes to voting.
Margarita Vargas, 14129 Ohio St.1 stated that she was working at the precincts to see
who voted and she was told that it was illegal to look at the rosters. First time voters
were told how to vote, and people went into the booths with the new voters. Her
daughter had the same experience. The precinct workers did not know what they were
doing, that better prepared workers are needed.
Johnny Gonzales, 3819 Monterey, stated that Mayor Vargas is leaving but will be
working in Bell. He felt that the Mayor was waiting to be appointed as City Manager.
He did not know how the Mayor could walk the streets of Baldwin Park after all the
things he had done to the citizens.
Mayor Vargas stated that he has been taking verbal abuse like this all along. The
election was a sad display because the people in this community did not get out and
vote with only a 22% turn out. A Mayor will be elected by only 1500 votes.
Kathryn Tiscerano, 3221 vineland #13, stated that she, her husband and Dolores
Holguin poll checked and each time a voter came to the dcor and did not know where
to go, because it was not clearly marked, they were only directing the people. Mr.
Withers, the Inspector, was rude and pushy. She is in favor of Mary Ferrer being
appointed to the vacant position on the Council and that Captain Kies does not need to
be appointed as Chief of Police.
Marine Montenegro, 313 Park Shadow Court, stated that March 4,1997 was definitely
one of the ugliest elections days in Baldwin Park history. The poll workers were
harassed by the Mayor's people and his wife within 100 feet from the polling places.
Some impersonated representatives from the City Clerk's Office, calling themselves
Poll Captains, to reviewpoll workers materials. Measures A & B, went down in defeat,
and she complimented City Clerk Gair on running a clean and honest election, City
Treasurer Montenegro for watching the financial portfolio and expenses for the people,
and Bette Lowes on winning the mayor's race.

Graciela Aguilera, 4014 Stichman, congratulated Mayor Vargas and that she is sad
that he is leaving the City, but happy that he is continuing his education because
education is important for everyone. The first time she met Mayor Vargas he promised
more police officers and he that. She felt the Mayor Vargas is a good example to
follow.
Roy Test, 15115 kenoak, Congratulated City Treasurer Montenegro and City Clerk Gair
for mnning a good campaign. He also stated that the City has a good Chief of Police
working now and it is Dennis Kies.
Bill Van Cleave, 13232 Emery, stated that the election was nasty and it needs to be
cleaned up. People do not believe that their vote counts. He also stated that the victory
was bitter sweet. He will have an open door policy. He will recommend holding off
placing the utility tax on the ballot. He congratulated the winners and wished the Mayor
good luck.
Mary Ferrer, 4634 Edra, stated that this was the nastiest campaign she has ever seen.
Her life was threatened, her cars were vandalized, and when she made the report she
was told to come back Monday. She was disappointed in the Absentee Ballot list,
people received ballots that were dead, or people had moved away. She has a letter
being drafted to District Attorney Garcette requesting an investigation of the dead bodies,
and of people that no longer reside in the facilities. She thanked Bette Lowes for
being gracious.
EIlseo Pacheco9 14723 Dart St., congratulated Mayor Vargas for the good work he has
done in the City. He stated that he has seen a lot of improvement in the City. He
recommended to Council that If there is a vacancy on the Council to appoint Ricardo
Pacheco to that seat. He received 1800 votes and was the third mnner up.
Raul Martinez, 14465 Cavette P1., said goodby to Mayor Vargas, and stated that he was
a good friend. He told of the excitement of serving with Mayor Vargas and because of
him the City is a better place. He thanked everyone for all their work. He congratulated
all the winners on their election.
Dan Trunco, 4038 Walnut, stated that he has lived here 30 years and has never before
seen what has happened in this City. He stated that the City is supposed to be
together, a City for all races. He asked what's happening to the people? His
grandchildren are half Hispanic and he is teaching them to get along with everyone. 30
years ago his children could not play in the park, now his grandchildren can go the park.
The people need to stick together and stop calling each other names.
OlIvia OrtIz, 14457 Cavette P1. thanked Mayor Vargas for making the City a great place
to live and that she will miss Mayor Vargas.

Levi Richard, 3336 Millbury, stated that he worked one of the polls. A lot of the
people at his precinct did not speak English, they did not know the issues, and they
asked the poll captains how to vote. They expected someone to instruct them how to
vote. They should have a ballot already marked and then the process can move
smoothly. The voters need to read English. Linda Gair did a good job, she trained all
the poll workers. He further stated that everyone has a right to vote.
There being no other speakers, Mayor Vargas declared Oral Communications closed.
Mayor Vargas stated that next week he will pass the gavel to Bette Lowes or to Mary
Ferrer. He thanked the E-Team and Staff for all their hard work and that the community
has improved. Baldwin Park is a cleaner and safer community than it was four years
ago. The people that did it were the people that work here and the citizens. He has
been committed and determined to have participation by the people, diversity among the
staff, and worked hard to get the people to vote that don't normally vote. He spoke of
the various programs that have been implemented at the Community Center, and the
programs and expansion of the Police Department. There is more work to be done, and
the community is diverse. The Council worked hard on behalf of all the residents. He
felt that it is nonsense that this community is divided. It has been a pleasure to serve
and to work with all the Council members, the staff and for the support of all of his
family.

City Manager Yeats requested consent to appoint Steven A. Cervantes as the Director
of Community Development for the City of Baldwin Park. It was recommended that
Council confirm the appointment of Steve A. Cervantes.
It was moved and seconded to confirm Steve A Ceriantes as the Director of
Community Development at a rate of $7,247 per month. MIS/C: LOZANO/MUSE.
There were no objections..
The regular meeting of the Redevelopment Agency was opened at 8:00 p.m.
City Manager/Executive Director Yeats requested approval of an exclusive negotiating
agreement with the STAUBACH Company Broker") and AUTOMATION USA Company
Developer") pertaining to the Sierra vista Project Area. Agency staff would like to
further implement the Redevelopment Plan for the Sierra vista Project Area by providing
for the redevelopment of approximately 20 acres of land, bounded by the San Bernardino
Freeway, Merced Avenue and Big Dalton Avenue. The exclusive negotiating agreement
would allow the Agency, Developer, and Broker a period of one hundred fifty 150) days
to investigate the feasibility of developing on the site. Staff recommended Council and
Agency approval.
It was moved and seconded to approve the exclu8lve negotiating agreement for a
period of one hundred fifty 150) days with the STAUBACH Company and
AUTOMATION USA Company. M/S/C: LOZANO/MUSE. There were no objections.
City Manager Yeats stated that STAUBACH Company and Automation USA Company are
a new concept in marketing automobiles. They market new rental return vehicles. They
are backed by the owner of blockbuster, Burger King, and Waste Management. They
plan to develop 20 Sites around the country.
The Redevelopment Agency was adjourned to the regular meeting of the City
Council at 8:09 p.m. Roll call remained the same.

COUNCILISTAFF REQUESTS AND COMMUNICATIONS
Mayor pro tem Muse said farewell to Mayor Vargas. She stated that the residents
have expressed their loss of the Mayor. As Mayor, he was creative, had great
insight and innovation for this community.
Councilmember Lozano expressed his appreciation for Mayor Vargas. He has been
an innovator, amd the City has been changed. The City is noted as a City that is
willing to take risks, is young and willing to grow.

Councilmember Lowes stated to Melissa that standing beside the Mayor has taken
courage and strength. She admires her and that their children are beautiful. She also
wished them well in the future.
City Manager Yeats thanked Mayor Vargas for following staff the freedom to be creative.
He also wished him good luck.
City Attorney Olivas wished the Mayor well and thanked him for the opportunity to serve
the City.
Mayor Vargas stated that everyone does not really know him and probably never will.
Every time a decision was made, it was for the good of the community.
The regular meeting of the City Council was adjourned at 8:11 p.m. to an
adjourned regular meeting on March 11, 1997 at 7:00 p.m. MIS/C
LOWES/MUSE. There were no objections.
