The City Council of the City of Baldwin Park met in
adjourned regular session in the Council Chambers
at 7:00 p.m.
ROLL CALL PRESENT: COUNCILMEMBERS LOWES, LOZANO,

PRESENTATION
Mayor pro tern Muse told of the accomplishments of Mayor Vargas and presented
him with a City plaque.
REPORTS OF OFFICERS. COMMISSIONS. AND COMMITTEES
City Clerk Gair requested approval of a resolution reciting the fact of the General
Municipal Election held on Tuesday1 March 4, 1997. The Election was held for the
election of officers and the placing of two measures before the voters in the City. A
computer count of the ballots cast at fourteen consolidated precincts and Absentee
Ballots was made at a Central Counting Center on March 4th. A public count of the
provisional ballots was made on March eth and the required hand count of 1% of the
precincts has been completed. The canvass of the election verified that a majority of the
voters voting did vote for Befte Lowes for Mayor; and for Manuel Lozano and Bill NMr.
Bill" Van Cleave for Members of the City Council; and for Linda L. Gair for City Clerk;
and for Ana Montenegro for City Treasurer; and as a result of this election a majority of
the voters voting on the measurers relating to the position of City Clerk being appointed
and the position of the City Treasurer being appointed did not vote in favor of it' and
Measurers A and B were not adopted and ratified. It was recommended that Council

approve the resolution reciting the fact and declaring the results of the General Municipal election of March
4, 1997.
Councilmember Lozano stated that he had received many calls to Zquest a recount. He further stated
that he would not like to see the City pick up the expense for the recZunt. Those residents that have
shared that concern of a recount, the money could be gathered and the expense is about $5,000. If the
residents want to take that initiative, then he would be in support of a recount.
City Attorney Olivas that Council member Lozano is asking as a voter for recount, and that he would have
to submit that request in writing to the City Clerk.
It was moved and seconded to approve Resolution Na. 97.12,"RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, RECITING THE FACT OF THE GENERAL
MUNICIPAL ELECTION HELD ON MARCH 4, 1997, DECLARING THE RESULT AND SUCH OTHER
MATTERS AS PROVIDED BY LAW."

Councilmember Lozano requested Mayor Vargas administer his Oath of Office.
City Clerk Gair administered the Oath of Office to Mayor Bette Lowes.
Former Mayor Vargas administered the Oath of Office to Councilmember Lozano.
City Clerk Gair administered the Oath of Office to Councilmember Van Cleave: and to City Treasurer
Mantenegro.
Deputy City Clerk Eranek administered the Oath oT Office to City Clerk Gair.
COMMENTS FROM NEWLY ELECTED
Mayor Lowes stated that she thanked God that the election is over, for the victory and withQut Him
she could not live her daily life. She also thanked her supporters for their gifts, notes, and prayers,
and the 10 voters that went out and voted. Every vote is very important. She thanked her family and
introduced her husband, Jim, sons Kevin, Tim, and Duane, her grandchildren Desiree, Joseph and
Breanna. She stated that her family is muWcultural. Her Interest is in serving the community and to
make the City a better place to live. She commented on the Target proZct and possibly a car
dealership. She feels the City is blessed with the best of stafis, that works hard, long hours and that
they care. She introduced the City Manager and each of the Directors and told of their
accomplishments. She wants the City Council to set policy and goals and then allow the staff do the
job they are paid to do. She had two major concerns she wants on the next agenda: 1) City
Attorney on the next agendL She stated that at an 8:00 a.m. meeting a decision was made to fire an
attorney firm and hire a new one with very little discussion or explanation. Z all due respect to
the new attorney, and because of the way it was handled, she stated that she does not have the trust
and confidence a Mayor should have in a City Attorney. She will be asking Council to reconsider this
appointment; and 2) Police Chief appointment. The Police Department is the best and they need and
deserve the security in knowing that they have a police chief. Dennis Zes has the experience, the
education and people skills, and he will implement Council policy. She feeis that Captain Zes is
the best man for the job. She will ask Council to support her in Captain Zes appointment. The

appointment would show unity and set an example in the community. She asked all the people to help
the Council and staff. She will have an open door policy. Finally, she wants to have a safe, clean and
happy community.
Councilmember Van Cleave thanked his family for all their hard work. He introduced his wife and
daughter. He thanked all the people that made the IIierZ, made phone calls, and the caravan. He tried
to keep his campaign positive. He hopes that during the 4 years those that did not vote for him will wish
they had. His number one priority is to get the new police chief appointed. He asked people to continue
to support him and he also will have an open door policy. He will listen to staff and committees before
he makes any decision. He will try to make the best decisions for the City. He congratulated all the other
winners, and he looks forward to working with stafl.
Councilmember Lozano commended all the individual that have been elected. He looks forward to
working with all the staff members. The priority is to put the residents agenda first. He referred to the
past, that in 1992 he worked as a campaign manager for Fidel Varg as, there were a lot of gang members
and the street were out of control. Today, the City has a great police department that serves the
community in a great capacity. The accomplishments in the City is due to the community pulling itself
together. The community is diverse and a mixture of races. He recognized that all of us are Americans,
and not one single race. Baldwin Park is going through a major change, people resist change, and we
all have a difference of opinion. The City has a good reserve of over $5 million. He will continue to
be committed to all the people, and especially for those that are voiceless in the community. He looks
forward to working with the new Council. He considers the current law firm a prestigious law firm, with
individuals that have graduated from Ivy League schools. He will work hard and make sure the
community backs the current City Attorney. He does not know if a decision will be made to appoint
someone to the vacant seat or wait until the November election. The Council has to set the platform for
the 21st Century.
City Clerk Gair stated that she was thankftil for everyone that supported and voted for her, for those that
she had not heard from in a long time that offered support, for the new friends that she met and
campaigned for her, and the closeness she galned with that City Treasurer Montenegro. She was very
humbled by the many votes she received and surprised by that, and most appreciative. Her desire is
that the community heal, that we become neighbors agaln, and with God's help we can.
City Treasurer Montenegra expressed her appreciation for all the people that voted for her. She was
surprised at the people that contacted her that she had not talked with in many years, and the Measures
were responsible for those that contaated her. She stated that she sat back because she wanted her
daughter to have the spot light. She thanked all those that called, that were concerned about her
position, and that she ran a clean campaign.
