There were none. Mayor Lowes declared Oral Communications closed. 00- REPORTS OF OFFICERS, COMMISSIONS, AND COMMITTEES City Manager Yeats presented the Preliminary Amended Budget for i997-98. General Fund Revenues 2. General Fund Expenditures General Fund Revenues which included: Taxes, License & Permits, Use of Money & Property, Intergovernmental Charges for Services and Miscellaneous Revenues. Special Revenues: Business Improvement Fee, Trap Task Force, Public Safety Augmentation, Integrated Waste Management, Summer Lunch Program, Air Quality Improvement, Traffic Safety, COPS Ahead, Asset Forfeiture, Gas Tax, Proposition A & C, EDA Loans, CDIBG Street Lighting & Landscaping, Parks Maintenance and Law Enforcement Block Grant. He outlined all expenditures and explained by departments their costs, and costs by categories. He stated that key issues in developing this budget was Proposition 218. Council discussed: 1. Adequate reserves for the City. 2. Allocation of the fund balance in CDBG funding. 3. Contract for jail and revenue generated from the facility and the staff saving with a local facility. 4. PC's to be given to Council to increase their access information and to develop access for the public. 5. American Flag needs to fly at Community Center on holidays.. 6. Appreciate the extra time spent by City Manager Yeats to develop the budget. 00- City Manager Yeats explained the Assessment Districts and the impact of Proposition 218 on the method of assessing. Tax bills will reflect a decrease and some properties that have never been assessed. Director of Public Works Mousavi explained the process previously used to assess for the Assessment District, The City maintained existing lighting and landscaping and took parks out of it. The challenge was to create a way to maintain lighting and landscaping and implement the park assessment. It was moved and seconded to approve Resolution No.97-30, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK PURSUANT TO THE LANDSCAPING AND LIGHTING ACT OF 1972 SECTIONS 22500 ET SEQ. OF THE CALIFORNIA STREETS AND HIGHWAYS CODE) INITIATING PROCEEDINGS TO LEVY ANNUAL ASSESSMENTS OF THE 1997-98 FISCAL YEAR FOR THE CITY OF BALDWIN PARK STREET LIGHTING AND STREET LANDSCAPING DISTRICT AND ORDERING THE ENGINEERING TO PREPARE AND FILE A REPORT IN ACCORDANCE WITH ARTICLE 4 OF CHAPTER 1 OF SAID ACT." It was moved and seconded to approve Resolution No.97-31, 11A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK PURSUANT TO THE LANDSCAPING AND LIGHTING ACT OF 1972 SECTIONS 22500 ET SEQ. It was moved and seconded to approve Resolution No.97-32, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA APPROVING THE ENGINEER'S REPORT FOR STREET LANDSCAPING AND LIGHTING MAINTENANCE IN A LANDSCAPING AND LIGHTING MAINTENANCE DISTRICT IN THE CITY OF BALDWIN PARK." MIS/C: LOZANO/MUSE. There were no objections. It was moved and seconded to approve Resolution No.87-33, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA APPROVING THE ENGINEER'S REPORT FOR PARK MAINTENANCE IN A CITYWIDE PARK MAINTENANCE DISTRICT IN THE CITY OF BALDWIN PARK." It was moved and seconded to approve Resolution No.97-35, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA DECLARING ITS INTENTION TO ORDER THE ANNUAL ASSESSMENT LEVY AND COLLECT ASSESSMENTS FOR CERTAIN IMPROVEMENTS AND MAINTENANCE PURSUANT TO THE PROVISIONS OF DIVISION 14, PART 2 OF THE STREETS AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA AND SETTING A TIME AND PLACE FOR A PUBLIC HEARING, with additional information related to the method of assessment incorporated into the Engineer's Report."
