The City Council met in regular session in the Council
Chambers at 7:00 p.m.

PRESENTATION
Mayor Lowes introduced Tomas Montoya and told of his lifesaving action, his education,
and acknowledged his employer for allowing him to be off work. Mayor Lowes
presented Tomas Montoya with a City Plaque.
JeanneZe Vazquez flepresentalive Assembiyman Gallegos presented a Certificate of
Recognition to Tomas Montoya.
Fire Commander Gary Lockhart, with members from fire station 29, stated that Tomas
Montoya has the characteristics of a true hero, because he is overwhelmed by the
accolades The actions taken by Mr. Montoya supports the fact that he is a true hero.
Fire Commander Lockhart presented a Scroll in Recognition to Tomas Montoya.

ORAL COMMUNICATION
Mayor Lowes declared Oral Communications open and invited those wishing to
speak on any subject to come forward.
Eli Roca, 14637 California, stated that Bob Brown was a little league member and a
contractor, was planning to have the snack bar built in 6 months. Unfortunately Mr.

Brown passed away before he could start the project. Another league member pulled
his general contractors license and the snack bar frame is up. A few contractors
offered their help. but once they found out it was grant money. they became hesitant.
Council extended the grant monies to last July. The league has requested an
amendment to use the funds that are available in the account and a contractor has
given a written proposal including materials to finish the building.
Ken Smith, President of the Rotary Club, stated that he participated in the Kids Health
Fair. He commended staff, all the health organizations and especially Ralph Nunez.
Baldwin Park had the third largest health fair in the State.
There being no other speakers, Mayor Lowes declared Oral Communications closed.

REPORTS OF OFFICERS, COMMISSIONS, AND COMMITTEES
Assistant to the City Manager Roessler requested approval of a resolution amending the
Independent Cities Risk Management Authority ICRMA) Joint Exercise of Powers
Agreement to authorize a member city to appoint a substitute alternate representative
to the governing board. ICRMA is governed by a Governing Board Composed of one
Representative from each Member City. Each Member City appoints a member of the
Council as the Member City's Representative and an alternate Representative to the
Governing Board. Each Representative of the Governing Board has one vote. Staff
recommended approval.
It was moved and seconded to approve Resolution No.97-61, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, AMENDING THE
INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY ICRMA) JOINT EXERCISE

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS
Councilmember Van Cleave commented on how efficient the timing was to bring the
Metrolink problem to a Study Session. The people began to speak out only three
weeks ago.
Mayor pro tem Muse asked: 1) Council approval to form a committee for the All-

American Cities award, 2) more police patrol on Garvey, Puente and Merced regarding
prostitutes in those areas; and 3) police to patrol an alleyway on Cavette regarding
people dealing drugs
In response to Mayor pro tern Muse, Director Mousavi stated that the little league
renovations begin in about 2 1/2 months.
Councilmember Lozano thanked Director Nunez and his staff for the boxing events. He
requested: 1) Director Cervantes to set up another First Time Home Buyer Program
and Rehab Loan Program at the park; 2) the City Manager to answer a questionnaire
that he previously gave him before the next Council meeting; and 3) a copy of the City
Manager's contract.
Mayor Lowes complimented Director Nunez and his staff on the boxing event. She
stated that she had a good time at the auakes game, and she was honored to throw
out the first ball. 190 people attended the ball game.
