HomeMy WebLinkAbout1997 10 15 CC MIN1997 10 15 CC MINòw @˜}†CC MIN OCT 15 1997w 8 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CITY HALL, 14403 EAST PACIFIC AVENUE, WEDNESDAY, OCTOBER 15,1997 The City Council met in regular session in the Council Chambers at 7:00 p.m. ROLL CALL PRESENT: COUNCILMEMBERS LOZANO, MUSE, VAN CLEAVE, AND MAYOR LOWES ALSO PRESENT: City Attorney Olivas, City Manager Yeats, Acting Chief of Police Kies, Dir. of Community Development Cervantes, Dir. of Public Works Mousavi, Dir. of Rec/Community Services Nunez, City Treasurer Montenegro, and Acting City Clerk Branek 00- The absence of City Clerk Gair was excused. 00- Mayor Lowes stated that the Study Session was cancelled, because Council had to be at the Los Angeles International Airport at 4:00 p.m. to receive a $6 million housing grant from vice President Gore. 00- PRESENTATION Mayor Lowes introduced the 1997 Beautification Award Winner and the Beautification Award Finalist. Mayor Lowes and Council presented the Ochoa Family 3330 Maine Avenue, with a plaque as the 1997 Beautification Award Winner and plaques were awarded to the Beautification Award Finalists: Arcero Family, 14202 Mossberg Street; De Vera Family, 3813 Cosbey Street; Garcia Family, 14107 Nubia Street; and Rodriguez Family, 3931 Puente Avenue. Pat Graham, Kimberly Apartments, Clark Street, requested a study be done on Clark Street. She feels that it is dangerous to drive out the driveway because of vans parked too close to the driveway entrance, blocking the view of oncoming traffic, and that the street is too narrow. Dr. Bill Feddersen, President of Mt. San Antonio College, told of the Campus Master Plan and the Visiqn for the 21st Century. The State has abandoned revenue bonds for higher education facilities, and projecting $150 million per year through State general obligations bonds, it will take 30 years to complete the Campus Master Plan. Mt. Sac's governing board authorized a voter survey to see if there was sufficient local support to complete the Campus Master Plan. Based on positive survey results, the Board of Trustees decided to place a $122 million local bond issue on the November 4th ballot. Jeannette Vasquez, Representative of Assemblyman Gallegos, invited everyone to the 57th Assembly District Breast and Prostate Cancer Summit that will be held Saturday, October 25th, at the Julia McNeilI Senior Citizen Center, from 9:00 a.m. to 1:00 p.m. The 57th Assembly District is co-sponsoring the event with Kaiser Permanente. Ed Huetinck, 13059 Amar, expressed his appreciation for the completion of the Merced Avenue Bndge. Aurora Martinez, Salisbury Street, St. John the Baptist Life Teem Program, thanked Councilmember Lozano and Director Nunez for their support to the youth by their attendance at the fall retreat on October 3 5th. Guillermo Barron, Cutler Avenue, thanked City Manager Yeats for sponsoring him for St. John's fall retreat. David Avila, 3848 Paddy Lane, referred to a letter written by Mayor Lowes that was in the San Gabriel Valley Tribune. He requested to meet with her privately rather than discuss the letter publicly. Councilmember Lozano asked for a point of order and stated that a citizen has the right to voice his concerns in public or private. Mayor Lowes stated that she has an open door policy and that her telephone number is available to everyone. REPORTS OF OFFICERS. COMMISSIONS. AND COMMITTEES City Manager Yeats requested approval to enter into an agreement for Financing Consulting Services with Rod Gunn Associates, Inc. The Agency will be proposing to issue new debt to fund the acquisition, relocation, and project related costs. The Agency requires assistance in developing a financial plan that considers program requirements, available sources of capital, cash flow requirements, and any statutory conditions and/or restrictions to implement these activities. The staff report listed the documents that the Financial Consultant will be responsible to present. Staff recommended approval. In response to Councilmember Lozano, City Manager Yeats stated that the Government Code does not require this agreement to go to bid, it is a continuance of a current agreement. Councilmember Lozano stated that he would like to see more details and information about Rod Gunn Associates, Inc. and the actual costs that will be incurred. He requested that the item be postponed to the next Council meeting. Mayor pro tern Muse requested a report on the compensation with their fees listed, and the maximum amount of costs to be incurred. In response to Mayor pro tern Muse, City Manager Yeats stated that at this point in time the City does not know the exact amount of bonds that will be sold. It was moved and seconded to hold over the Financial Consulting Services Agreement with Rod Gunn & Associates, Inc. until November 5th. M/S/C: LOZANO/VAN CLEAVE. There were no objections. She requested business meetings be set up with Council and staff members to visit businesses to find out what the City can do to help the businesses be successful. She commented that after attending the League of California Cities Conference the Council learned that our City is far ahead of other cities in computerization. She is proud of the City and the Staff. City Manager Yeats told of the technology and automation that has been implemented to track what is done and about the productivity of the City. A representative from one of the vendors that participated in one of the displays, was demonstrating the City's data. He invited those interested to come see the technology advances here at City Hall. The police department has a state of the art system that is one of the best in the State. Councilmember Lozano stated that the City of West Covina does not have the technology that the City of Baldwin Park has, and the City is ready for the 21st Century. He thanked the City Attorney for the dinner he hosted at the League. City Attorney Olivas stated that it was a pleasure to be the host of the Annual City Attorney Dinner. In response to Mayor pro tem Muse, Acting Chief of Police Kies stated that Emergency Coordinator Dawson has prepared an extensive report pertaining to El Nino, which will be summarized and given to Council. City Manager Yeats stated that the Public Works Director is working with the Emergency Coordinator on the storm drains. Staff is working to make sure that the City is prepared for El Nino. Mayor pro tem Muse stated that the same day that Assemblyman Gallegos is having his health care summit, Senator Boxer will be at the Performing Arts Center on October 25th to discuss health care issues.
