HomeMy WebLinkAbout1997 11 19 CC MIN1997 11 19 CC MINòw @˜}“CC MIN NOV 19 1997è´YH78 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CITY HALL, 14403 EAST PACIFIC AVENUE, WEDNESDAY, NOVEMBER 19,1997 The City Council met in regular session the Council Chambers at 7:00 p.m. ROLL CALL PRESENT: COUNCILMEMBERS LOZANO, MUSE, VAN CLEAVE, AND MAYOR LOWES ALSO PRESENT: City Attorney Olivas, City Manager Yeats, Acting Chief of Police Kies, Dir. of Community Development Cervantes, Dir. of Public Works Mousavi, Dir. of Rec/Community Services Nunez, City Treasurer Montenegro, and City Clerk Gair 00- PRESENTATION Mayor Lowes read the Proclamation declaring November, 1997, as Family Literacy Month" and presented it to Mrs. Patricia Cervantes. 00- Councilmember Lozano introduced Charlie Aguirre, Chairman of the Planning Commission for the City of La Puente. 00- ORAL COMMUNICATION Mayor Lowes declared Oral Communications open and invited those wishing to speak on any subject to come forward. Roy Test, Baldwin Park, thanked Council and City Clerk Gair for inviting him to be the reviewing officer for the parade and for honoring him at the Veteran's Day Celebration. The Senior Citizens were happy to win 1st place for their float at the parade. Dan Trunco, Baldwin Park, stated that the reader-board at Morgan Park is being blocked by a tree and that the tree needs to be removed. There being no other speakers, Mayor Lowes declared Oral Communications closed. 00- CONSENT CALENDAR City Clerk Gair presented the Consent Calendar: 1. Approval of Certificate of Posting for November 19,1997 2. Waive Further Reading and Adopt RESOLUTION NO.97-71 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK Warrants to Mr. Bill's Hardware Financial Conflict of Interest Councilmember Van Cleave Abstains) 3. Receive and File Treasurer's Report October 31, 1997 4. Approve Grant Agreement Integrated Waste Management Board Playground Cover 5. Approve Plans Puente Avenue Storm Drain Project and Approve Agreement With Los Angeles County 6. Approve Contract Amendment Landscape Maintenance Mariposa Horticultural Enterprises Councilmember Van Cleave requested Item No. 6 be removed for separate consideration It was moved and seconded to approve Consent Calendar Items No.1-5. MIS/C: MUSE/LOZANO. There were no objections. In response to Councilmember Van Cleave, Director Mousavi stated that this amendment provides funding to pay for extra ordinary items that are not a part of the maintenance of Wilderness Park. The contractor will clean the park once a week. The trash, debris and glass is cleaned everyday and the weeds are cleaned once a week. The park is to be maintained in that way. Councilmember Van Cleave suggested using the court referrals in the Wilderness Park to clean it up. It was moved and seconded to approve Item No.6 of the Consent Calendar. MIS/C: VAN CLEAVE/MUSE. There were no objections. 00- REPORTS OF OFFICERS. COMMISSIONS. AND COMMITTEES Mayor Lowes announced that the Approval of the Sierra Vista/Puente-Merced Freeway Corridor Economic Development Strategy" will be continued to a Study Session on December 17,1997. COUNCIL/STAFF REQUESTS AND COMMUNICATIONS In response to Mayor pro tern Muse, City Manager Yeats stated that the City has requested hourly Costs of services provided by the County Fire Department, and other information on how the City gets fire support, and what that support is. Battalion Chief Gary Lockhart is willing to attend a Study Session in January once he has compiled all the information. City Attorney Olivas stated that the City of Montebello Chose to keep its own fire department rather than to contract out fire services. Councilmember Van Cleave announced that the 3rd Annual Community Dinner will be November 26th, from 5-10 p,m. Everyone is welcome. On December 11th a fund raiser will be held by Baldwin Park Beautiful at Skate Junction. He thanked Ralph Nunez for joining Baldwin Park Beautiful and for bringing the kids to work. In response to Councilmember Van Cleave, City Manager Yeats stated that staff would speak to TCI about developing a library of videos of the parades and special events in the City. Councilmember Lozano requested: 1) Director Mousavi be placed on the Metrolink committee; and 2) A list of the different types of businesses that have inquired about the Sierra Vista Project. City Manager Yeats stated that the inquiries about the Sierra Vista Project will be in the status report on a regular basis. In response to Councilmember Lozano, Director Mousavi stated that brochures are available to the citizens pertaining to things to do periaming to El Nino. City Manager Yeats stated that Emergency Services Coordinator Irv Dawson did a presentation for the senior citizens group and he could schedule other sessions for those that are interested. City Manager Yeats stated that the budget study session will be held on December 12th. beginning at 7:30 a.m. till 11:30 a.m. The Neighborhood Enhancement Program will be Saturday, November 22nd. on Maupin Avenue. Mayor Lowes thanked City Clerk Gair and all the staff that worked on the parade. She requested that the parking lot at the Sierra Center be posted so the police officers can issue citations. City Attorney Olivas stated that he has been appointed by the League of California Cities to the Attorney General's Adhoc Committee. He is also on the Municipal Law Handbook sub-committee, editing Chapter 6 of the Municipal Law Handbook on Environmental Law. 00- Mayor Lowes adjourned the regular meeting of the City Council at 7:29 p.m. There were no objections.
