Mayor Lowes declared Oral Communications closed. 00- REPORTS OF OFFICERS. COMMISSIONS AND COMMITTEES Director of Community Development Cervantes explained that GRC was hired about one year ago to do Economic Development Strategy for the City. They initiated that process and tonight they will present a compilation of the data and facts of recommendations \They have done a lot of research, talked to landowners and business owners, and the different stakeholders in the area. This is a first phase, and the second phase will be moving to a recommendation and deciding what priorities that the Council wants to look at and move forward from there. The purpose of the Economic Development Strategy to: increase tax revenues to the City, Allow the City to continue to offer its citizens the highest quality services, eliminate adverse physical conditions and increase employment and housing opportunities in the City. 2. The work that has been done includes planning sessions, analysis of Agency Budget and Development of cash flow model, parcel inventory of properties, condition of improvements, and land use, market research, and identification and mapping of redevelopment opportunity areas. 3. Actions that can be taken included City-Wide, Commercial/Industrial and Affordable Housing Work Plan Components. 4. Purpose of Marketing is to develop general awareness of opportunities. communicate redevelopment objectives, attract new business into the City, business retention, and to promote community identity. 5. Marketing Components include identifying and attracting office, industrial and retail business, and business assistance programs. 6. Brokerage information program to create processes to disseminate marketing leads to the brokerage community, and to maintain relationships with local real estate brokerage firms. 7, Business visitation program to identify unmet needs and categorize for services and prioritize action items. 8. Development Facilitation to assist businesses in securing needed documentation and to work to integrate functions of government and utility entities. 9. Incentive Programs for tax generating office and industrial uses, and encourage business to business sales, and working with Caltrans. 10. Implementation of the Plan would include a marketing strategy, a realistic schedule for goals and objectives, and monitoring the progress. Ms. Taylor and Ms. Arellano also explained the Near-Term, Mid-Term and Long-Term Areas in the study. They outlined the Neighbor hood Preservation that included property rehabilitation home ownership programs, infrastructure improvements neighborhood clean-up day, housing referrals, and employee housing. Council discussed their areas of concern. In response to Council questions, Director Cervantes responded that what has been presented to the Council is not carved in stone. It is a recommendation based on the feasibility of assembling sites and the recommendations are consistent with what has been studied. It does not mean that something in the long term could not be changed, it could take up to twenty years or more to maximize the development and adoption of this. The Council meeting tonight is just accepting of the data. The first phase is data research and the plan is flexible. The second plan which is the implementation plan will 90 back to Council. Also in the future it has been considered to open this up to a town hall meeting for community input.
