The City Council of the City of Baldwin
Park met in special session
in Room 307 at 5:30 p.m.
ROLL CALL: PRESENT: COUNCILMEMBERS LOZANO, PACHECO, VAN
CLEAVE AND MAYOR LOWES
MAYOR PRO TEM MUSE WAS PRESENT
AT 5:40 P.M.
ALSO PRESENT: City Attorney Olivas,
Acting City Manager Mousavi,
Acting Chief of Police Kies,
Dir. of Economic Dev. Cervantes,
Dir. of Rec/Comm Services Nunez, and
City Clerk Gair

Mayor Lowes declared Oral Communications open and invited those wishing to speak
on any subject to come forward at this time. There were none.
Mayor Lowes declared Oral Communications closed.

Director of Economic Development Cervantes explained that tonight's meeting would give
the Council an overview of the Housing and Economic Plan for the City that is being
proposed by Staff. No decisions are to be made tonight by the Council. This meeting will
be for the Staff to know what projects to go forward with developing and bringing more
detailed information back to the City Council.
Director Cervantes outlined the Short Term Developments for the City as being: A)
Autonation, Puente/Merced Avenues; B) an In-N-Out proposal, Francisquito Avenue; C)
a 99-Cent Store proposal, Baldwin Park Blvd., old bowling alley building; D) Mobile Station
development; E) Del Taco development; F) Live Oak/Stewart Street industrial
development; G) Old Taco Bell site, Ramona Boulevard; H) Radio Shack proposal.

He stated that Items A, B & C would require CRA Agency) assisted funding, and Items D
H would not require any assisted funding, they would be fully self financed. The Long
Term Development by SDC is located on Garvey Avenue and Francisquito Avenue and
would require Agency assisted funding.
Director Cervantes responded to Council inquiries that each of the projects will be brought
back to the Council with a breakdown of CRA monies required, how much money can be
funded by the Agency, the amount of money in the fund, and what it is the people are
looking for. Also discussed were the difficulties that are being encountered at the Towne
Center, that center's debt and present value, and possible entertainment centers being
developed at some sites.
Director Cervantes also discussed the Housing Plan for the City and the Replacement
Requirements that the City must make. He gave handouts regarding the Affordable
Housing Plan that relates to the City's needs which contained charts comparing many
phases of the plan.
Director Cervantes displayed tentative designs for the: A) Safran proposal, Ramona
Boulevard and Francisquito Avenue; B) Rhodes Lane proposal, at Ramona Boulevard;
C) Cook proposals; Merced Avenue/Big Dalton, and Phelan Avenue, etc.; and D) the
Telacu proposal on Ramona Boulevard and Monterey.
Council discussed these proposals and made suggestions as to changes and/or new
designs for some of the proposals. They requested that these requested items be brought
before them again in order for a better comparison to be made. Council also requested
a Table Of Statistics for what is being proposed. They complimented the Staff on the
presentation and requested that this process be done again because they felt betted
informed.
Mayor Lowes was excused from the special meeting at 6:45 p.m.

JOINT MEETING
The joint meeting of the City Council and Recreation/Community Services Commission
and the CDBG Advisory Commission was adjourned due to lack of a quorum.
