The City Council met in regular session in the Council
Chambers at 7:00 p.m.
ROLL CALL PRESENT: COUNCIL MEMBERS LOZANO, MUSE, PACHECO,

City Treasurer Montenegro's absence was excused.

PRESENTATIONS
Acting Chief of Police Kies introduced Police Officer Francisco Reynoso and told of his background
and education. City Clerk Gair administered the Oath of Office to Officer Reynoso.
Council congratulated officer Reynoso for coming to the City to serve, and for the participation of
his family members working in the City. They encouraged him to be a role model and stated their
admiration for the achievements of his family.

ORAL COMMUNICATIONS
Mayor Lowes declared Oral Communications open and invited those wishing to speak on any
subject to come forward.
Josh Tanner, Field Representative for Congressman Martinez, introduced himself to Council and
stated that he looks forward to working with the Council and the City.
Mary Ferrer, Baldwin Park, spoke regarding the meeting of December 29, 1997 and the search for
the chief of police. She referred to the need for the chief to have Spanish skills. She also mentioned

Councilman Van Cleave speaking against the Pleasant View Assessment at that meeting. She
expressed her strong feelings about the assessment that was made. This assessment was part of the
presentation of the Kansas City trip. She had a problem with him being so against the Study that
was developed, because be represents the whole town not just a part of the City. She would like to
receive minutes that are verbatim, because of the importance of fully understanding what each
person really has to say. She requested that the Council reconsider their present policy and have the
minutes for all meetings to be verbatim.
Richard Tatum, Baldwin Park, read in the paper regarding the meeting that was held on December
29th about the type of government that is to be developed in the City. He wanted the meetings held
when the public can speak, not at special times.
There being no other speakers, Mayor Lowes declared Oral Communications closed.

8. Receive and File Comprehensive Annual Financial Report for Fiscal Year Ended June
30, 1997 CAFR)
Councilman Pacheco requested that Item No, 2 be pulled for separate consideration.
It was moved and seconded to approve Consent Calendar Items No. I and 3-8 as presented.
MIS/C: LOZANO/VAN CLEAVE. There were no objections.
Councilman Pacheco stated that he wanted the style of the minutes to remain as a summary
throughout the minutes and not have a mix of verbatim portions and summarized portions. He
requested that the verbatim portions of the minutes of December 3, 1997 and December 17, 1997
be deleted entirely and that portion be replaced with a summary of the discussions under Reports
of Officers, Commissions and Committees).
Council discussed including verbatim portions in the minutes and City Clerk Gair responded that the
verbatim portions were done because of the difficulty in summarizing the discussions at those two
meetings. Also it was done in response to requests from phone calls inquiring about those sections
of the minutes being available in a verbatim form and it is easier to do the transcribing initially
instead of at a later time.
It was moved and seconded to delete the entire verbatim portions of the December 3, 1997 and
December 17, 1997 minutes under Reports of Officers, Commissions and Committees) and
replace with a summary of the discussions, MIS/C: PACHECO/MUSE.

Councilman Pacheco made a motion to remove the attachments to the I)December 12, 1997
minutes. Motion died for lack of second.
It was moved and seconded to approve Item No.2 of the Consent Calendar which included the
minutes of December 12, 1997, and Study Session minutes of December 17, 1997. M/S/C/:
MUSE/VAN Cleave. There were no objections.

PUBLIC HEARING
Mayor Lowes stated that the Public Hearing pertaining to Consideration of the Proposed
expenditures of grant funds awarded by the U.S. Department of Justice for the Local Law
Enforcement Block Grants Program and funds awarded by California Senate Bill 11 to the
City of Baldwin Park Police Department was continued to January 21, 1998. M/S/C:
MUSE/LOZANO to continue to January 21, 1998. There were no objections.

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS
Councilman Van Cleave mentioned the problems that citizens are having with our local Cable TV,
such as channels that are lost and the increase in the fees. He wants their contract reviewed and see
if better services can be obtained. Councilman Lozano concurred with these concerns and suggested
a joint meeting with TCI. Council agreed that the meeting was needed.
Councilman Pacheco requested that a report be brought back to Council regarding the street
improvements in the City. He would like to see that The Pavement Management System is
accelerated and the Street Lighting improvement also is speeded up to a two year program. He
proposed that General Fund Reserves be used for these projects. He requested the report before next
meeting so that the item can be placed on the agenda.
Mayor Lowes expressed her concern about the NOW publication, which is paid for by three entities
and that the pictures of elected officials can not be included in the newspaper. The City Officials
make a lot of contributions to functions and other events and the City gets no recognition for the
work that is being done. Two different photos are taken, one with officials and one without. Almost
every month Assemblyman Gal legos has in his picture in the NOW and others are not allowed to do
this. This needs to be equal for all elected officials.
Interim City' manager Mousavi stated that a proposal has been received from one of the professors
to assist the Council/Staff in developing a management style of government. The City Attorney
advised that the fee is only $1.00 and the City Manager has the authority to make certain
expenditures on his own. Councilman Lozano expanded on the qualifications of the facilitator who
has agreed to offer these services. City Manager Mousavi stated that he was just looking for
direction to do this.
Mayor Lowes objected to this contract. Mayor pro Tem Muse suggested that this could be worked
out in different ways. Councilman Lozano stated that this gentleman is used to submitting in bulk
and that is why the materials arrived as they did. Mayor Lowes wanted to know what his interest is
in the City'? Lozano said that could be asked of anyone that desires to work in the City.

Councilman Van Cleave commented that the City is now going to be run by a professor. He felt that
others should be looked at and not settle on one person. He suggested interviewing prospective
people. He does not want to see the Acting City Manager make this decision.
Councilman Pacheco stated that it was his impression that there was to be more interaction with the
Department Heads about the E Team concept. That meeting is needed in order to continue to talk
about management styles and he requested to have a study session. Mayor pro tem Muse stated that
the request of the council was to look at all forms of government and not necessarily look at just F-
Team/City Manager. She wants to have someone facilitate this and participate in the process. She
met the facilitator and felt he just wanted to participate in this process. Councilman Lozano stated
that a Claremont professor has also offered his services, and he will] check into this.
City Manager Mousavi offered to bring about the kind of meeting that the Council desires. Mayor
Lowes responded that she did want to meet him since other members had already met him. Other
members of Council felt that Council should talk to him.

Mayor Lowes adjourned the regular meeting of the City Council at 8:15 p.m. to an adjourned
joint meeting with the Recreation/Community Services Commissioners and the CDBG Advisory
Committee to Monday, January 12, 1998 at 6:00 pm. and adjourned in Memory of Robert
Viramontes, Baldwin Park School Board Member, who died last week. There were no objections
January 12, 6:00 p.m.
