Cervantes, Dir. of Recreation/Comm Services Nunez, and City Clerk Gair COMMISSIONERS PRESENT: Recreation/Community Services Carpenter, Ferrer, and Garcia CBDG Advisory Bailey, DeGuzman, Escalera, Graham, Oriold and Ramirez AK)- Mayor Lowes Called to Order the joint meeting of the City Council, the Rrecreation/Community Services Commission and the CDBG Advisory Commission at 6:00 p.m. ORAL COMMUNICATIONS Mayor Lowes declared Oral Communications Open and invited those wishing to speak on any subject to come forward. Each of the Council, the Commissioners and the Department Heads introduced themselves and the positions that they held. Director Cervantes outlined what the process will be and how the process is controlled by Federal Funds and certain guidelines. He stated that this year's allocation is for 1.8 million dollars, and approximately $396,000 for HOME funding giving an allocation of over 2 million dollars. Most of the funds are restricted funds, to be used for the low and. moderate income population, the condition of blight, and for other high priority needs. He outlined the dates that would effect the meetings to complete the process and the target date is for April 1,1998. Each of the Department Heads explained the programs they are in charge of and their request for CDBG Funds. Director Cervantes: The Commercial Loan Program; City Manager Mousavi: Public Facilities; Director Nunez: Public Services three programs); City Clerk(Director Gair: Code Enforcement. Management Assistant Mimura explained the HOME program funding and the uses that are allowed through that funding. Mr. Mimura also commented on the need in the community for housing rehabilitation and explained the rehab funding process. Recreation/Community Services Commissioner Garcia distributed a handout from the commission outlining proposals for use of the CDBG Funds. The proposals included: Health Care Services for Middle Age 25-50, for College Students, Teen Care, Prevention Programs for Teen Pregnancy male and female), and Drug Abuse Prevention. Social Services for Domestic Violence, Assistance with Utility Bills, Teen Center, Homeless, Teen Counseling, Emergency Food, Parenting Programs, Staff Facilitator. Training, Clothes Closet, Home Purchasing Assistance to Professionals and Graduates, Date Rape Awareness, Teen Self-Esteem, Employment/Career Training, and a Directory of Rentals and Affordable Housing. Recreation relating to Performing and Fine Arts, Music Classes, Cable/Video Classes, Cultural Field Trips, Higher Level Computer Classes/Training, Continue Sports Scholarships, More Competition for Existing Athletic Programs, More Publicity/Public Information Officer,Training for Part-Time Staff, Job Directory Hot Line, Domestic Job Training, and more Affordable Latch Key Programs. Council and the Commissioners discussed the many issues and programs that were presented and expressed their appreciation of this type of update and its benefits.
