COUNCIL OF THE CITY OF BALDWIN PARK,

The City Council of the City of Baldwin
Park met in a special session
in Room 307 at 6:00 p.m.
ROLL CALL: PRESENT: COUNCIL MEMBERS LOZANO, MUSE,
PACHECO, VAN CLEAVE AND MAYOR LOWES
ALSO PRESENT: City Attorney Olivas,
Acting City Manager Mousavi,
Acting Chief of Police Kies,
Dir. of Economic Dev. Cervantes,
Dir. of Rec/Comm Services Nunez, and
City Clerk Gair

Mayor Lowes declared Oral Communications open and invited those wishing to speak on any
subject to come forward at this time. There were none.
Mayor Lowes declared Oral Communications closed.

Mayor Lowes stated that this meeting was for the purpose of discussing the City Manager and the
Executive Team style/form of government for the City in order to determine the direction in which
City Council would like to move. The City has been operating for two months without a permanent
City Manager and hopefully progress can be made at this meeting to move this ahead.
Interim City Manager Mousavi distributed an outline of the pros and the cons of both styles of
government. Re read through the outline that was prepared with input from Department Heads
Mousavi, Gair and Nunez, as former Executive Team Members, and input from Acting Chief Kies
and his perspective working here under a former Chief who was an Executive Team Member.
Each of the Department Reads shared their views on their experiences working as an Executive
Team and working for a City Manager. Some of the observations were:
I) the B-Team vas a special experience in a special time,
2) sometimes there was a feeling of isolation and lack of communication with a City
Manager,
3) the shared credit there is for achievements with an B-Team,

4) the need to refine the processes if there is an E-Team,
5) the possibility of rotating the chair" if there is an E-Team,
6) City Manager's should not be department heads at the same time they are the City
Manager, because this causes preferential treatment of his/her department,
7) the frustrations of decisions sometimes taking too long with an E-Team,
* 8) the high energy that an E-Team causes between departments and between the City
Council and E-Team,
9) the Council's commitment is clearer to an entire E-Team,
10) the need for a special chemistry for the E-Team concept to work,
11) the City Manager provides a single authority for department head communication.
The Department Heads agreed that they could work with either the E-Team or a City Manager.
Some did have preferences, but they were flexible in whatever the City Council decides.
Mayor Lowes asked that the Council Members share their dream for the City." Council each
commented on the hand out that City Manager Mousavi handed out and contributed the following
observations:
1) that there is a need to develop a person that can be a buffer between the Department
Heads and the City Council,
2) the City Council should be able to give individual input to the Department Heads,
3) that an E-Team could work but refining is needed,
4) the E-Team concept can put pressure on individual members,
5) the idea of getting your personal view point across to each Department Head was
positive,
* 6) the City Manager cannot be a department head,
7) there is a need for a middle person,
8) City Manager's salary should be commensurate with his/her duties,
9) the importance of settling into a management system and staying with it,
10) the need for a policy and a process if the E-Team is established,
11) the loss of communication and of feeling isolated with a City Manager,
12) reluctance to go to Department Heads with a City Manager,
13) frustration with the process of evaluation for the Department Heads for last three
years, and not being able to get it to work,
14) difficulty in making contact with only a City Manager phone tag),
* 15) develop the ability for Council and Department Heads to be a team, to inspire
creativity and communication,
16) there were more pros than cons for the E-Team in the handout,
17) greater autonomy can cultivate growth and allow risk taking,
18) City Manager stifles creativity,
19) need for someone in the middle if there is an E-Team,
20) liked the idea of a rotating chairperson for the E-Team,
21) need to be consistent and motivate from the top to the bottom,

22) everyone needs to know the goals and the achievements of the City,
23) like to look into the government style that uses a City Administrator.
Council and the department heads discussed the Ideas as they were set forth and also whether to
continue in this process to develop the style/form of government with the Council and Department
Heads or to go to a facilitator. After a lot of feedback from one another it was agreed that everyone
wanted a facilitator, Bill Krause, they wanted a time line to complete this and they wanted to
move quickly.
Mayor Lowes declared the special meeting of the City Council adjourned at 7:30 p.m.
