The City Council met in Study Session in the
Council Chambers at 6:00 p.m.

Mayor Lowes declared Oral Communications open and invited those wishing to speak on any
subject to come forward. There were none.

REPORTS OF OFFICER COMMISSIONS. AND COMMITTEES
All America Cities Update
Assistant to the City Manager Roessler stated that the update was to get a feel from the Council
regarding the planning process for the All American Cities entry. Staff wants to be ahead of the
game and get an early staff. He reviewed the budget of last year's t:rip and gave an expected cost for
the upcoming event in June. This year the air fare has increased to almost double and greatly
impacts the overall cost. The delegation size will be what will determine the ultimate cost. He
defined the number of people going and what organizations and committees they would represent.
He also explained the sponsorship program and the different categories of sponsorships. He asked
for input from the Council as to their ideas to be incorporated in this activity.
Mayor pro tern Muse suggested that 50 people was a good number for the enthusiasm and energy
that a large number creates. She felt that sponsors might want to send a guest, but to put the

emphasis on their idea of what they want to sponsor. She suggested that a package be designed to
give incentive for their sponsorship. The more the story of last year is told to businesses the more
the interest will be generated.
Councilman Lozano inquired about the cost for the trip last year and how much of that was
supported by sponsorships and how much was paid for staff costs. Manager Roessler stated that
most of the staff time is on Friday through Sunday and those are their regular days off. The
Councilman asked for a breakdown on these costs and emphasized the need for private enterprise
to be contributing to this. He suggested that we look carefully at the way we are spending this out
of the General Fund and possibly we should have the celebration here at home. He thought
something here at home rather than this trip might be more meaningful to the residents. The media
exposure is great but we need to look at the total picture.
Councilman Van Cleave hoped that we get to go to Mobile, Alabama, and that we can interest
sponsors to help out with this. He really thought that our participation had a positive effect on
surrounding communities. This is one of the best things that we have done and he understand the
concern for the cost. He wished that even more can participate, take as many people as possible.
Starting early is a good idea and to plan to get 500-600 sponsors would be great. The Chamber
might also help to get this kicked off.
Councilman Pacheco asked for clarification on how many staff and citizens would be going and
Mr. Roessler explained the way it would be divided up. The Councilman was also in favor of
sponsorships and would like to see the City go in that direction.
Mayor Lowes stated that what she saw as the big difference is the air fare. She said she would like
to see at least 50 people go. Also, the sponsorship wouldn't be affected that much even by some
of the larger donations and the City should not forget the little businesses as well as the big
businesses because it all adds up.
Council discussed the importance of a real emphasis being placed on seeking sponsors. They
would like to see the entire trip paid for by sponsorships.
Proposed Cellular Poles Locations/Impacts/Updates
City Planner Onaga explained the sites that are being considered for the proposed cellular poles
and explained the interim policy that has been developed to handle this. He outlined the Design
Review process and gave a slide presentation of the poles and how the poles are blended into the
design of the buildings. Poles have been allowed in the Commercial zones so that they blend to a
greater degree. One of the sites that is planned in the City is close to residential property and is 60
feet from the property. No design has been done to hide the pole.

Council requested more information on this in the status report There needs to be input from the
Council on what kind of design that should be used. Council needs to look at and decide exactly
what Council would like to see in the City.
AutoNation Section 108 Application Process
Director of Economic Development Cervantes stated that application is being considered for a 108
Loan and that the City has the opportunity to apply for 5 times our present CDBG Funds. He
explained the application that was before the Council and that there were four projects that this
effects. We have been approached by a number of investors and developers and we have a great
opportunity before the City. HUD has about 1 billion dollars available and not a lot of cities are
applying for these funds.
He introduced Dean Flores, one of our underwriters to explain the whole process. Dean Flores
gave a slide presentation to demonstrate the HUD program. The program was implemented by the
Bus administration to create more economic development and this program should not be confused
with Section 108. He outlined some of the projects that have been completed through these fluids
on the East Coast and across the country. Some of the projects are on a very large scale and some
are small projects, most recently Pomona and South Gate have had projects related to this funding.
In 199762% of the funds used were for economic development He outlined the uses of the fluids
and how innovative they are and also explained the three national objectives that must be met for
the City to receive these fluids.
He stated that the entire City qualities for use of these fluids. The City can apply for up to five times
the CDBG funding, and those fluids can be replenished like a revolving loan fluid. Your CDBG
dollars is your security and the dollar amount you now received is already pledged. It will not
any programs already in place. The businesses will have to come up with additional security not just
the City. Loan repayment is 20 years, the City structures the principal any way that the City likes.
He explained the financing source that is used, the interest rates and interim borrowing, permanent
financing, and default. The source of fluids on a default is CDBG Funds. HUD can go to the market
itself and issue bonds. This would benefit the City with 9 million dollars, and 8.1 million dollars
would be used for blight and the remaining 7.2 million dollars is a function of jobs. The interest
rates are very competitive and financing flexibility is a very good aspect of this.
Director Cervantes stated that when this was begun only AutoNation was considered, but now this
would allow the City to be able to do far more. For a fixed fee of $60,000 a consultant can be hired
to put this entire grant together. This will come before the Council at a public hearing on the 18th.
In response to Council, Mr. Flores explained how the fluids can be used and how they are affected
by what HUD has determined to be its use. This would maximize our resources and four projects

could be done, and the grant will include all four of the projects that were outlined. Other
developers would have to have a project in hand to receive the benefit of this at this time. Staff also
explained the need for the City to incur debt.
Director Cervantes stated that tonight's meeting is to determine authorization for the application to
be submitted and the Council saying yes they want this or no' There isn't a real time frame but the
City needs to do this because of the AutoNation project. There is a strategy meeting regarding this
in March and it is very important that the Council make a decision on moving forward. Council
concurred that staff should go forward with this and bring another report to the Council at a later
date.
