COMMISSIONS AND COMMITTEES Topic of Discussion: Housing Project Cash Flow Analysis and Anticipated Uses for Several Proposed Housing Projects Continued from February 18, 1998) Director of Community Development Cervantes explained that a 5 year program had been discussed previously and he outlined the types of housing that are being considered and these housing types might be administered and developed. There is interest in Housing for the Elderly and he pointed out the areas that might be considered for development. He discussed the Multi Family Housing and the different proposals before the Agency. He displayed the Housing Production Strategy which included the new infill Single Family, the Market Rate Development, the Moderate Development, and the Low Income. He outlined the home ownership program specifying the income and what qualifying is based upon as affordable and the need there is to focus on the low income category. Meetings have been held regarding the Cook/Phelan Avenue project and on the Rhodes Lane project, they are targeting the price at $160,000, this project would be for 8 units. He explained the existing housing stock and told about the problem with rehabs costing more than what was expected. Also, HUD repos can be purchased through a cooperative effort between the City and the contractor. Mike Cravens described the new program will be ARR Acquisition, Rehab, Resale). He told how this program would work, who would qualify, and the type of effect this would have on the homeowner. This program would target HUD & FHA homes and also the housing stock and remove blight. The City would purchase and open a double escrow, and sell the property back to the contractor to rehab, all done within hours of the purchase. There is no out of pocket money for the City. At this time there are 21 foreclosures available to the City. He also explained the risks that there are in declaring ourselves as a revitalization area. The silent second has weaknesses in rehabing in this manner, also there are other ways that need to be looked at to determine if other things can be accomplished to improve a neighborhood. The CHDO focus is similar to the HUD program and non-profits do the rehab then sell and this provides training to young workers. Also, the ROP program is an educational partner to be able to build new housing. The Agency provides the land and then students do the construction, this is at a slower rate in the construction, but there are other benefits. The Agency needs to maintain our on-going programs. In outlining the Funding Sources that are available to the City/Agency, he stated that we have already applied for some programs and there are others that we are watching to be able to apply for. Home ownership allows for a long term vested interest in the community. A chart of the current Housing Proposals and Funding was displayed for the Council with a breakdown of the different projects. We can do this if we have enough money to aggressively pursue this. Mayor pro tern Muse asked about CHDO vs the ARR as they are similar in concept, but are we at less risk to do a project like that. Cervantes replied that with CHDO the money is restricted to go to them and that is 15% of the finds and it is a slower effort taking about two a years. Rehab is a slow process unless contractors are doing the work. The ARR appears to be the most efficient process and she suggested looking at putting more into that kind of a program so that whole neighborhood is affected by improvements. Condos also get run down and associations lose power to force upkeep and this program would work on improving condos and this would be good to include. Mayor Lowes commented that Baldwin Park Councils, past and present, have agreed that they would like to have more home ownership. Councilman Pacheco asked about receiving the report that was displayed from Director Cervantes. Councilman Lozano asked in regard to CHDO, if the monies that are indicated are not used then will they go elsewhere? Director Cervantes explained the way that would work and commented that Pomona is setup in the Community Center for the program.
