The City Council met in a special session
in the Council Chamber at 8:00 a.m.
ROLL CALL PRESENT: MEMBERS LOZANO, MUSE, PACHECO, VAN
CLEAVE AND CHAIRMAN LOWES
ALSO PRESENT: City Attorney Olivas,
Interim City Manager Mousavi,
Acting Chief of Police Kies,
Interim Finance Director Holmes, and
City Clerk Gair

The absences of Directors Cervantes and Nunez for attendance at conferences was excused.
Chairman Lowes declared Oral Communications open and invited those wishing to speak to come
forward. There were none.
Chairman Lowes declared Oral Communications closed.

CLOSED SESSION
The City Council adjourned to a Closed Session at S:00 a.m. to consider Public Employee
Appointment of the Chief of Police, pursuant to Government Code Section 54957.
The City Council was reconvened at 1:25 p.m. Roll Call remained the same.
It was stated that in Closed Session candidates for the position of Chief of Police were interviewed.
Following the interviews, direction was given to staff and no formal action was taken.

TOPIC OF DISCUSSION
Dr. William Krause of William H. Krause & Associates gave an overview of the process that had
been done to I) hold an initial meeting with all members of the City Council; 2) attend a
meeting of the E-Team; 3) hold individual meetings with each member of the E-Team; and
4) hold individual meetings with members of the City Council. He stated that from those meetings
he came away with a unified and positive feeling of optimism from Council and Staff He observed
that a successful program is being administered in the City. He expressed the need for there to be
a communication of visions, back and forth, between Council and Staff; and the need for a
collective vision from Council and Staff.
Dr. Krause recommended that Council and Staff find an effective way to communicate better, to
speak to each other of our uniqueness and to get a sense of the issues and the programs. In response
to how Staff and Council would rate their communication, the general feeling was that it is getting
better, it needs to be more informal, the rule of five' must be remembered one has a piece of
information, all have a piece), need to build a trust level, and we need to pass the trust throughout
the organization. Also it was felt that there was a need for a study session on the Brown Act. That
the E-Team might consider rotating the chair of the E-Team. There is a need for basic
communication to get to know one another, and we must learn to agree to disagree.
Dr. Krause also encouraged Council and Staff to convey the spirit of what we desire for the
community and where we are going, to develop a sensitivity for each other, the employees and the
community, and to have substance to the policies that are set. Good morale is created when there
is a feeling of knowing what is going on.
Dr. Krause reviewed the Observations' that were presented in his report back to the Council and
Staff He also reinforced the Recommendation' portion of the report regarding the hiring of a new
Chief of Police. He then directed the discussion relating to the creation of the position of
Municipal Administrative Coordinator.' He defined the idea of a coordinator and encouraged that
the coordinator keep the concept of the management team Z-Team), because it is a very fine concept
to be kept pure.
Council and Staff discussed their ideas of what this position might be responsible for and other
suggestion were: 1) to implement the policies as set by the Council; 2) keeping the E-Team
concept and still be a coordinator; 3) the importance of the title; 4) developing an Executive
Team and a Management Team; 5) the title be Chief Administrative Officer CAO); 6) the
CAO would keep the direction of the E-Team; 7) the CAO would be the liaison to the Council for
the department heads; 8) the possibility of the CAO having reduced hours; 9) the CAO being full
time, so that qualified individuals apply; 10) to evaluate and oversee staff and to keep the Council
completely informed; II) interviewing and selecting job applicants with Council approval for
hiring; and 12) motivating and keeping a check and balance system.

After discussion the Council directed the City Attorney to draft an ordinance regarding the Chief
Adininistrative Officer position and the duties that will be the responsibility of the office. If a
different title is desired, that can be determined at the adoption of the ordinance.

Mayor Lowes adjourned the special meeting of the City Council at 2:20 p.m. There were no
objections.
