The City Council of the City of Baldwin Park met in an
adjourned regular session in Room 1 at 6:00 p.m.
ROLL CALL: PRESENT: COUNCIL MEMBERS LOZANO, MUSE,
PACHECO, VAN CLEAVE, AND MAYOR
LOWES
ALSO PRESENT: Acting City Manager Mousavi,
Acting Chief of Police Kies,
Dir. of Economic Dev. Cervantes,
Dir. of Recreation/Corn. Services Nunez, and
City Clerk Gair
Mayor Lowes Called the adjourned meeting of the City Council to order at 6:00 p.m.

ORAL COMMUNICATIONS
Mayor Lowes declared Oral Communications Open and invited those wishing to speak on any
subject to come forward. There were none.

PRELIMINARY BUDGET REVIEW
Interim Finance Director Holmes gave an introduction of the process that the Council and Staff
would be going through for the evening to get an overview of the Preliminary Budget. She related
the problems that have occurred with the computer software and explained that the complete
overview that was planned for presentation can not be done for about two weeks. She stated that
all of the requests of the City Council have been included in the budget and that the budget will be
out of balance as this process is begun.
She explained the notebooks that had been prepared for each of the Council and the Staff and how

the colored dividers will be referred to for easy reference for everyone. This notebook will be added
to as the process continues. She then explained the 1) Department Organization Charts; 2) Chart
of Accounts and Glossary Terms; and 3) the Definition of Revenues vs Fund Balances.
Dave Martinson gave an overview of the Revenue Projections with charts and graphs and Judy
Fukushima presented slides of the Capital Improvement Program. Finance Director Holmes
explained the seriousness of the impact of losing the Vehicle Fees should the State decide to
withhold that finding from the City. The budget reflects receiving those finds at this time. She also
told about identifying a Fiscal Policy regarding set aside finds and the reasons that this is beneficial
to the City.
Council discussed what inter governmental finds are, the investment earnings of the city, the impact
of Central Park West costs over two years, what kind of reserves that other cities have, and how
many cities keep a very large reserve find.
Finance Director Holmes explained the subjects for future Budget Workshops and the kind of review
that would be held at those meetings. She expressed her appreciation to the budget committee for
all the work they had given to the preparation of this presentation.
