MAINE AVENUE, FRIDAY, APRIL 3,1998 The City Council of the City of Baldwin Park met in an adjourned regular session at the Chamber of Commerce at 9:00 a.m. ROLL CALL: PRESENT: COUNCIL MEMBERS LOZANO, MUSE, PACHECO, VAN CLEAVE, AND MAYOR LOWES ALSO PRESENT: Acting City Manager Mousavi, Dir. of Economic Dev. Cervantes, and City Clerk Gair ALSO PRESENT: Chamber of Commerce Board of Directors Mayorga, Gallegos, Cruz, Carpenter, Chapman, Mann and Executive Director Pacillas Mayor Lowes Called the adjourned meeting of the City Council to order at 9:00 a.m. 00- ORAL COMMUNICATIONS Mayor Lowes declared Oral Communications Open and invited those wishing to speak on any subject to come forward. There were none. Mayor Lowes declared Oral Communications Closed. 00- TOPICS OF DISCUSSION * Discussion of Future Funding From the City to the Chamber Chamber President Pat Mayorga stated that the reason that the Chamber Board had requested a meeting with the City Council was to express to the Council the needs of the Baldwin Park business community. The Chamber of Commerce requested to establish a partnership with the City so that the Chamber can offer business assistance efforts beyond those that the Chamber is currently doing. A copy of the proposed budget from the Chamber with a breakdown of their projected costs was given to each of the Council and Staff that was present. City Clerk Gair commented on the revenue that is collected from the AB1693 funds and stated that the amount of revenue that is collected now, with the reduction is percentages, would not provide the funding that is included in the budget presented. She also explained that the reason for the implementation of the AB 1693 Funds was to relieve the General Fund from supporting the Chamber. Council Members commented on their concern regarding the duplication of events and services, the need for city funding for the Chamber, the need to know how many of the goals of the Chamber have been met, the low membership of businesses belonging to the Chamber, and the City not getting involved in Chamber programs that are already being done by the City. They also commented on the Chamber needing to know what the businesses would like to see the Chamber do, more than what the City would want to see done by the Chamber. Council suggested that the Chamber come back to the Council with a budget that is much broader, that has a breakdown of the exact costs within each estimated total, that tells how the program is beneficial to the City, and that this is the whole budget of the Chamber as line by line items. They also stated that the Council could not consider the Chamber budget until the City has worked through their own budget. The two budgets must be considered before any decision can be made on any kind of support to the Chamber from the City. It was suggested that all this information be presented to the Council and that a discussion of this be held at a later date at a Study Session. * Possible Move of Chamber From Current Location to Sterling Way Director Cervantes briefly discussed the purchase of the former doctor's office on Sterling Way and the possibility of the Chamber moving into that unit. The Chamber stated their problems with the building that they are presently in and that they cannot afford to do repairs. Also discussed was the original contract that the Chamber signed, the Historical Society Building that the Chamber owns, and the possibilities as to where the Chamber might relocate. It was agreed that this item needs more research and to be discussed at a later date. 00- Mayor Lowes adjourned the adjourned regular meeting of the City Council at 10:10 a.m. There were no objections.
