HomeMy WebLinkAbout1998 05 20 CC MIN SS1998 05 20 CC MIN SS@˜}MIN SS MAY 20 1998à›[H6Û8 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CITY HALL, 14403 EAST PACIFIC AVENUE, WEDNESDAY, MAY 20, 1993 The City Council met in a study session in the Council Chambers at 7:00 p.m. ROLL CALL PRESENT: COUNCIL MEMBERS LOZANO, MUSE, PACHECO, VAN CLEAVE, AND MAYOR LOWES ALSO PRESENT: City Attorney Olivas, Acting Chief of Police Kies, Interim Finance Director Sanchez, Dir. of Community Development Cervantes, Dir. of Public Works Mousavi, Dir. of Rec/Community Services Nunez, and City Clerk Gair 00- CLOSED SESSION The City Council adjourned to a Closed Session at 6:00 p.m. to consider Conference With Legal Counsel, Existing Litigation, Name of Case: Dorman Smith V. City of Baldwin Park, pursuant to Government Code 54956.9. The City Council reconvened at 6:07 p.m. Roll Call remained the same. City Attorney Olivas stated that in Closed Session the City Council considered the Existing Litigation as described above. Direction was given to staff and that direction is of a confidential nature at this time. 00- Mayor Lowes declared Oral Communications open and invited those wishing to speak to come forward. There were none. The request that is being made is for two bargaining units to be created from SEIU # 347. The group requesting to be in a separate unit consists of eleven clerical positions. The representative from the union, Craig Verline, stated that several meetings had taken place between the two units before this was brought as an informal hearing. Mayor Lowes stated that the City Council has studied this issue and directed that staff return a report of a resolution to be placed on the Consent Calendar for the June 3, 1998 City Council meeting. Council agreed by unanimous consent. Community Development Director Cervantes explained that brokers are trying to generate interest in the Towne Center and they have sent out packets to interested parties. The city will also review some of the packets that are returned. Council discussed the marketing of the Towne Center and expressed the following concerns and interests for the property: * Seeing the interests of the City served by having stores that fit will with the City. * Like to have someone who understands economic development, the economy and the City researching this. * To have Council review the top ten applicants and a third party to mediate. * Go to a RFP * Use All American Cities Fund to cover the cost of a consultant. * Have the City active as possible through a consultant. * A consultant could evaluate the best proposal. * Wait on a consultant until we see what the owners do. * We need someone in place to oversee this with everything going on. * We need someone who is a professional that understand the market variables and possibly looking at the freeway corridor. * Find businesses to come into many areas not just one place. * Look at hiring someone to look into this on an hourly basis and/or scope of service. * Someone that specializes in a specific area would be good for the City and for businesses and would allow someone to assist Steve. * Find out our needs in the areas and not wipe out other businesses think about Baldwin Park. Mayor Lowes felt that this may be premature, but Council Member Muse felt that it is perfect timing because we have developers here and they are showing an interest in the business areas. Council gave direction to pursue the idea of a consultant to develop the ideas that have been put forth tonight.
