The City Council met in adjourned regular meeting
in Room 307 of City Hall at 5:30 p.m.
ROLL CALL PRESENT: COUNCIL MEMBERS LOZANO, MUSE,
PACHECO, VAN CLEAVE, AND
MAYOR LOWES
ALSO PRESENT: Director of Public Works Mousavi,
Chief of Police LeGarra,
Interim Director of Finance Sanchez

ORAL COMMUNICATIONS
Mayor Lowes declared Oral Communications open and invited those wishing to speak
on any subject to come forward. There& were none.

Interim Finance Director Sanchez gave an introduction of the one year budget that will
be prepared for the City. He gave a brief history of what had taken place to this point and
distributed a memorandum that had been prepared for the Budget Study Session for this
meeting. The memorandum contained the introduction and the table and schedules for
discussion. Tonight's discussion will focus mainly on General Fund budget issues.

a. Reduce reserves in the Internal Insurance Fund for pending claims
to a lesser level.

d. Reallocate internal service fund interest revenue to General Fund one
time only)
e. No continuing appropriation in the General Fund for June 30, 1998.
f Review status of reimbursement claims form outside agencies.
g. Review all outstanding loans.
V. Council Directed Balanced Budget
a. Review preliminary budget and reduce to not exceed 1997-98
funding.
b. Make recommendation on programs consistent with Council direction
and Department request within 1997-98 funding levels.
c. Re-establish General Fund balance reserve goal.

d. Identify costs saving methods.
e. Review Trust and Agency funds for liquidation.
VI. Recommended Actions Short Term
1. User Fee Study
2. Economic Base Study.
3. Adopt a Fiscal Policy Annually.
Council directed staff to move forward with implementing the recommended actions as
set forth in the manual and to come back to the Council with a balanced budget. They
also agreed to adjourn to a date for a budget study session at the June 3rd regular meeting
of the City Council.
