The City Council met in Study Session in the
Council Chambers at 7:00 p.m.

CLOSED SESSION
The City Council met in Closed Session at 5:00 p.m. to consider Conference With Legal Counsel-
Potential Litigation, Significant exposure to litigation pursuant to Government Code S4956.9(b)):
One Case.
City Council reconvened at 5:40 p.m. Roll Call remained the same.
City Attorney Olivas announced that in Closed Session the Council considered the potential
litigation as previously described. Council gave direction to staff and no official action was taken.

TOPIC OF DISCUSSION
Director of Community Development Cervantes stated that he had invited four consultants that
specialize in economic development for business recruiting to meet with Council. Only two
consultants were able to attend the meeting tonight. They will outline the scope of services they
provide, explain their experiences in many phases of development, tell of their knowledge of the
San Gabriel Valley Market, and their strategy and contacts.

Office, told of his experience and the types of real estate that he has handled. He has been with
Grub & Ellis for five years and has gained a lot of experience during the downturn in business. He
has a broad range of contacts with developers and he is primarily a retail broker with big box
tenants. He represents the independent Hispanic Markets, which consists of three large firms. He
described the types of retail and entertainment projects with which he is familiar.
Mr. Aguirre is presently working with the City of San Fernando and he spoke of the similarities
in the two cities. He reemphasized his very strong ties to the Hispanic community regarding
brokers, retailers and independent chains. The retail market today is very good in the retail
development market, better than it is in the redevelopment area. All of this is attributable to the
economic improvement that has occurred everywhere. Many of the incentives that are offered are
drawing a lot of the businesses because of the competitive edge that can be given to them.
He stated that he would look at a base salary of commissions and night consider an hourly basis.
His strategy would vary as he understood the specific objectives of the Council and the project areas
that are being considered. In terms of the Baldwin Park Towne Center, he looked at the project and
looked at repositioning that center. Some of the strategies that have been used in other centers would
be effective, but these kinds of deals are tenant driven. He is currently undertaking a project very
similar in size to the Towne Center. Some of the methods are to buy out the current tenants and give
a new look to the center with minor changes.
Second Presentation
Ronald Cano, of Downtown/Main Street Visions, and Marshal Lynn, of Urban Futures, and
Howard Corver not present) explained that they share 20 years of experience in managing districts
and utilities, economic development business retention and development that is based on
implementation and not studies They take it the next step to identify all the possibilities that are
available to the City and use a comprehensive approach to handling projects. Theirs is a multi-
faceted approach.
Marshall Lynn explained the function of his company and the background he has with Mr. Cano,
such as the AutoMall in Norco. He has served about 175 clients in the State of California and has
the capability to finance and implement the projects. Their thrust is implementation and financial
investment and they have done over 3 billion dollars worth of projects over a period of time. They
have worked in the public sector and in the private. They provide action plans in approximately 60
90 days and this is a participatory process. They need to know the Council's thoughts on what they
would like to see developed. Based on discussions with city staff; the City's demographics, an
Economic Development Technical Report will give a sense as to where the City has been and where
they want to go. Successful economic development is driven by the market and what the voids are.
The Council will not want to do projects if they are artificially levied. The projects have to be
guided by good public policy, clearly articulated by what Council's goals and objectives are.
Pushing the Council to the limits on this and to leverage your dollars will bring the greatest

amount of dollars into the community.
They have looked at the major project areas in the City, the Towne Center, Target, Kaiser and
Downtown and each should be developed to bring market value. Not one sue- successful at the expensive
of the other. Each must be unique and distinct, because people shop based on an image. There is
no reason why BP cannot capture the 110 Freeway traffic. If the City has leakage there is no
capturing of the consumer market. To be successful this must be multi-dimensional. Letters of
Intent are not as important as putting projects together.
What their firm has to offer is experience in economic development and attracting tenants and
anchor stores. Key anchor destinations are very important because the small independents are
supported by them. They go after quality investors and tenants, the key people in the industry.
Business retention is the best form of attracting other businesses. The investment world is very
complicated and it is important to pursue and focus on business retention. Business District Property
Management has an association of management" to draw in the community and to recommend
strategies for businesses areas.
Mr. Cano stated that they can be successful, produce results and they can develop a strategy that
will work for the City They are confident because of the location, access, visibility and
outstanding prospects for development. Physically you can see where the growth stops for the
City on the freeway and there is no reason for this to stop. Anyone can identify where W West Covina
stops and Baldwin Park begins. There are unlimited possibilities along the corridor and they need
to be drawn westerly. A hotel does not work, because people do not draw to a hotel, they need a
special type of store. Their firm will look at the freeway and the off- ramps, they will make
comparisons of the other cities along the freeway. They will bring people in and capture dollars
and stop the leakage. Change the perception of Baldwin Park, because there are 207,000 people in
the area and the City needs to draw from the bigger number.
Their firm will address the issues and not focus on studying too much. The City needs to have an
organized structure and to support economic development. Design a strategy that has a budget and
a staff to support the economic development advances. They will need to do is with due diligence,
and have a 75-80 day game plan.
Council Members made very brief comments about having a blueprint for a professionally
managed program that has been successful in other communities from the firm represented by
Ronald Cano. Because of the time contains with the City Council meeting immediately following
this meeting, they reserved their comments for the item when it is considered in the regular meeting.
