HomeMy WebLinkAbout1998 10 07 CC MIN SS1998 10 07 CC MIN SS@˜¨MIN SS OCT 7 1998[Þ›[H78 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK CITY HALL, 14403 EAST PACIFIC AVENUE Wednesday, October 7,1998 The City Council met in Study Session in the Council Chambers at 6:00 p.m. ROLL CALL PRESENT: COUNCILMEMBERS LOZANO, MUSE, PACHECO, VAN CLEAVE and MAYOR LOWES ALSO PRESENT: City Attorney Olivas, Finance Director Hathaway, Chief of Police LeGarra, Dir of Public Works Mousavi, Dir. of Rec/Community Services Nunez, and City Clerk Tizcareno 00- TOPICS OF DISCUSSION IL A Redevelopment Areas Status of Loans from City Finance Director HATHAWAY said, the Council previously had directed the Finance Department that by the end of September to report the actual balances of the different Redevelopment Agency's projects and where we stood fiscally with each one. Interim Accountant BLAZENSKY presented the report to the City Council. Councilmember MUSE asked, why were all these loans made to the Central Business District? Interim Accountant BLAZEN SKY answered, my guess is back in 1989-90-9 Z, it might have been to help the developer to develop the project. Unfortunately, the Central Business District didn't take off as expected. This is just a guess. Public Works Director MOUSAVI said, the loans were made to make the Lucky Center. Interim Accountant BLAZENSKY stated, today I was offered a position to be Finance Director for the City of Tehachapi, subject to their Council approval. I wanted to thank you folks for letting me work with you. I've enjoyed it very much and I'll be leaving at the end of the month. Mayor LOWES said, I want to thank you, Mike, for everything you have done for us. I'm only speaking of the four projects; San Gabriel River, West Ramona, Delta and Housing. They owe essentially a total of approximately $650,000. They all have plenty of cash available to pay those off I am asking the City Council for direction for a resolution to complete the repayment of these loans, that will be done under the RDA of course, so that this cash will go from the various redevelopment projects back to the General Fund. M/S/C: Consensus Councilmember PACHECO asked, this will help us out with the deficit that we have with the General Fund? Finance Director HATHAWAY answered, it would return money to the General Fund and help our cash position. As far as an ending hind balance position, it would move restricted hinds to unrestricted hinds. This resolution would move the money from an owed position to a paid back position and put cash back in the system. It would lower our deficit by $650,000. Mayor LOWE S stated, I would like for our next meeting on October 21) for you to have options ready and your recommendations on how we best can make decisions on the five projects in question. Councilmem her MUSE asked, Mr. Hathaway, could you also explain to me at the next meeting about the Community Center Bond, how much is due and when is it due? Councilmember LOZANO asked, Jim, is it possible to have a copy of the Weststar also? Finance Director HATHAWAY responded yes to both questions. Councilmember VAN CLEAVE asked, Puente/Merced owes us a lot of money. Do we lose that money when Home Depot takes that area over? Finance Director HATHAWAY answered, we won't lose any money. H. B. Discussion on Police Department Work Schedules 3/12 and 4/10). Chief of Police LE GARRA reported, we did a study, and we realized we did not have a lot of information on the 4/10. This was implemented in 1994 lasting only for about a year and a half In 1995, the City allowed the Association to go into a pilot program with the 3/12. I like to state that there was never any implementation plan, no controls, no audits, no checks and balances. Problems were dealt with as they came along. The number of hours that the Officers work on the 3/12 has actually decreased from the 4/10. Sick time hours have been reduced also on the 3/12. Crime rate has gone down 37%. At this time it is staffs recommendation that the Patrol Officers remain on the 3/12 plan until the end of the fiscal year. I will have some real hard figures by that time to re-assess. It takes a long time for Police to come once called. Chief of Police LE GARRA stated, I will put together a report to show our response time record. Also, we have added six more Officers on the street in the last four years. Councilmember MUSE stated, more Officers on the street would be good, the work would be spread out more. Mayor LOWES asked, why do you need till the end of the fiscal year to make a decision? Could you have it ready in three months? Chief of Police LE GARRA answered, I'll come in three months instead of nine with a report and a recommendation. Mayor LOWES stated, because of time constraints we are not able to continue with the last Item in the Study Session; Maine Avenue Median Discussion. We will put this first on the Agenda for the next meeting. Mayor LOWES adjourned the Study Session of the City Council.
