The CITY COUNCIL of the City of Baldwin Park met in REGULAR SESSION at the above time and place. ROLL CALL Present: Councilmembers Ricardo Pacheco, Manuel Lozano, Teri Muse, William Bill" Van Cleave and Mayor Belle Lowes Also Present: David Olivas, City Attorney; Rich&d A. LeGarra, Chief of Police; James B. Hathaway, Director of Finance; Ralph Nunez, Director of Recreation and Community Services; Steve Cervantes, Director of Community Development, Ma Montenegro, City Treasurer, Kathryn V. Tizcareno, City Clerk and Rosemary M. Ramirez, Deputy City Clerk PRESENTATIONS PROCLAMATION ADULT Mayor Lowes presented a Proclamation for Adult EDUCATION WEEK Education Week. Accepting from the Student Advisory Committee for the Essay winners were Cornell Myers, Alfredo Gonzales, Cindy Dickinson and Johnny Garcia. Mayor Lowes along with the Council Members proclaimed the week of January ii through January 15, 1999 as Adult Education Week. NEWLY APPOINTED City Clerk Tizcareno administered the Oath of Office to PERSONNEL COMMISSIONERS the Newly Appointed Personnel Commissioners: Efren Rivera, William D. Sutton and Severino Brillon. NEWLY APPOINTED Mayor Lowes introduced and welcomed the new Deputy DEPUTY CITY CLERK City Clerk, Rosemary Ramirez. PUBLIC COMMUNICATIONS PROPOSED SAVE-ON Regina Yang, works in Baldwin Park, indicated her DRUG STORE opposition to the Sav-On Drug Store. Refugio Guerrero, West Covina, is not in favor of the Sav- On Drug Store Location and would like to see the Doctors keep their existing medical buildings. Neither her nor her husband drive and both of their doctors are located in this medical facility; if their doctors are forced to move, it will cause a great inconvenience. Concha Orosco, Baldwin Park, is not in favor of the Sav- On Drug Store She. It is with great sadness that these doctors who have been in the community for so many years and have helped so many Baldwin Park residents and seniors will be forced to move. what will us seniors do? Mr. Al Ray, Baldwin Park, is opposed to the Sav-On project asked that the city keep the residents and public informed as to the status of this project. COMPLAINTS REGARDING The following persons spoke with regards to the GARVEY APARTMENTS deteriorating conditions of the Garvey Apartments. It was mentioned that several members of the Council previously had wished the site and these residents are here asking for council support to again assist in the corrections of the unsightly and dilapidated condition of the apartments. Complaints were also made against the Owner of the Apartments in that he the owner) is not responsive to any corrections and is tlrreatening the tenants who come forward and speak. Those residents who spoke on this matter are as follows: Jesse Gardner, Mrs. Arellano, Mr. Jorge, Giselda Martinez and Lisa Munoz. Mr. Jesse Carlos, of Congressman Martinez's office indicated the Congressman's willingness to assist in this matter in any way possible. HOME DEPOT PROJECT Mr. Richards, Baldwin Park, inquired if the Home Depot Building facade would be compatible with the existing hotel Radisson). PUBLIC WELCOMING REMARKS Linda Gair, Baldwin Park, wished to welcome her friend TO NEW DEPUTY CITY CLERK and former colleague, Rosemary Ramirez, the new Deputy City Clerk, to the City and asked that her professionalism be appreciated by the City Council. Mark Breca, Irwindale, congratulated Rosemary Ramirez on her appointment and commended the City Council and Staff on their selection and decision to appoint Ms. Ramirez to this position. Ms. Gair stated that while she understands an answer to her inquiries would not be give tonight, she will address her questions in writing and reminded Council of the 10 day law to respond to said inquiries. Ms. Gair stated that a response was not given to inquiry in November regarding Nomination Papers. Ms. Gair added, as a reminder, we need to have a City Manager. STATE MINING ISSUE Mr. E.T. Snell, San Gabriel Valley Community Activist spoke regarding the State Mining Board meeting on January 14, 1999 and asked for Council to support it's neighboring city, City of Irwindale. CONSENT CALENDAR City Clerk Tizcareno presented the Consent Calendar as follows: The following item was not ready for approval, therefore Mayor Lowes pulled this matter from the Consent Calendar: 1) Approval of Study Session Minutes Joint Meeting with the City Council. Councilman Van Cleave abstained on the warrants to Mr. Bills Hardware Financial Conflict of Interest) UNIFORM CONTRACT Council approved a two year contract with Hawk Industrial HAWK INDUSTRIAL Towel and Uniform Service in the amount of $6,930 per/year. PROPOSITION 4£" City Council approved to appropriate Prop CC" FUND APPROPRIATION TO funds in the amount of$7,71 1.25 for Merced CITY OF WEST COVINA Avenue Improvements and authorize staff to CIP 806, 824 and 827 reimburse the City of West Covina for the cost of construction. AWARD OF CONTRACT City Council awarded the contract for the city wide speed ALBERT GROVER & zone survey to Albert Grover & Associates in the amount ASSOCIATES of $9,900. CONSENT CALENDAR A motion was made to approve the consent calendar as APPROVAL presented. MOTION Councilman Lozano SECOND Councilman Pacheco Motion Carried AMENDMENT TO Mayor Lowes reminded the Council that at their last CLASSIFICATION PLAN meeting, it was approved to hire a temporary Engineering ENGINEERING MANAGER Manager. A motion was made to add the word POSITION Temporary" to the Classification Plan Amendment and RESOLUTION 99-2 adopt Resolution No.99-2 entitled, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING RESOLUTION 98-93 A CLASSIFICATION PLAN FOR THE CITY'S CLASSIFIED AND UNCLASSIFIED POSITIONS". REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES TEMPORARY PROFESSIONAL A motion was made to table this matter to the next meeting SERVICES PUBLIC WORKS MOTION: Councilman Pacheco DEPARTMENT SECOND: Councilman Van Cleave Motion Carried RECRUITMENT OF PUBLIC Chief LeGarra presented the report stating that Consultant WORKS DIRECTOR Consultant Recruiting Firms charge between $15,000 to $20,000. The average cost for in-house recruitment is approximately $5,000. and will take about three months. Mayor Lowes suggested that we do not recruit at this time. Instead, hire a part-time engineer to okay all contracts and oversee the contracts that are given to the City. She also added that she would like to see on the Agenda for next meeting, the recruitment for a Chief Executive Officer with DMG. She wanted to put the engineer on hold until we hire a CEO. Councilwoman Muse feels that we need a full time Public Works Director since we are working on big projects like Home Depot, AutoNation, etc. We need a temporary person in place white hiring a permanent person would work out best. She does not want to wait for a CEO since it's the Council that will make the employment decision. Councilmember Van Cleave said if it takes three months to get a permanent person, we should have a temporary or part-time person in the meantime. A motion was made to begin an in-house recruitment now.
