The CITY COUNCIL and COMMUNITY REDEVELOPMENT AGENCY of the City of Baldwin Park met in a STUDY SESSION at the above time and place. ROLL CALL Present: Council/Agency Members: Linda Gair, Marlen Garcia, William Bill" Van Cleave, Mayor Pro Tem Ricardo Pacheco, and Mayor Manuel Lozano. Also Present: Dayle Keller, Chief Executive Officer; Arnold Alvarez-Glasman, City/Agency Attorney; Richard LeGarra, Chief of Police; Jose Sanchez, Interim Finance Director/Secretary; Shafique Naiyer, Public Works Director; Rick Forintos, Community Development Director; Manny Carrillo, Recreation & Community Services Director; Ana Montenegro, City Treasurer; and Rosemary Ramirez, Deputy City Clerk. Absent: Kathryn v. Tizeareno, City Clerk CLOSED SESSION The Council/Agency recessed to Closed Session at 5:10 p.m., and reconvened at 6:50 p.m., with all members present City/Agency Attorney Alvarez- Glasman reported the action as follows: CONFERENCE WITH LABOR Agency Negotiators: NEGOTIATOR GC 54956.6 Jose Mesa, Personnel/Risk Manager, Jose Sanchez, Finance Director, and Attorney Richard Kreisler. The response will go before the Board for approval in August. Through these efforts, 29% diversion has been identified using the new base, year new generation number, however, there is still a distance needed to meet the 50% diversion requirement for 2000. Additional programs have been identified that will assist the city in reaching the 50% diversion, specifically a green-waste diversion program. Green- waste represents a large percentage of the city's total waste stream and by diverting green-waste, the rate of diversion would be significantly increased to meet the needed requirements. Chief Executive Keller noted that the presentation was scheduled for the purpose of providing information to the Council and that this mailer would be placed on a future agenda for Council consideration. There were no objections. REPORTS OF OFFICERS POLICE DEPARTMENT VERBAL UPDATE Mayor Lozano requested to continue this mailer to EMPLOYEE RECRUITMENT AND CRIME August 2, 2000. There were no objections. PRESENTATIONS WASTE MANAGEMENT RECYCLING Ray Anderson, Vice President of Municipal PROGRAM Marketing for Waste Management stated that he has been discussing two programs with city staff. The first mailer is the regular rate adjustment request that is part of the franchise agreement. The second mailer relates to assisting the city in meeting its AB939 goals of increasing diversion within the City. Director Naiyer introduced Michelle Leonard, Consultant for SCS Engineers. Ms. Leonard addressed the council stating that she has been working with staff for the previous nine months as the city's AB 939 Consultant. In October 1999, the State issued a compliance order stating that the city had not met its requirement of 25% diversion for 1995. Since then, new programs have been developed.
