The CITY COUNCIL of the City of Baldwin Park met in a SPECIAL SESSION MEETING
at the above time and place.

CITY TREASURER MARIA A. CONTRERAS
A motion was made to waive further reading, read by title only and adopt Resolution No. 2001-
033 entitled, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK
RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON MARCH 6, 2001,
DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW."

INTRODUCTION OF DIGNITARIES
Mayor Lozano introduced our recently elected Senator, Dr. Gloria Romero of the 24th District
who was present this evening. Mayor Lozano has known Dr. Romero for the previous 15 years.
He spoke of her accomplishments and her effectiveness in her role as a former member of the
Board of Trustees, an 18 year term Professor of Psychology at Cal State LA, recent former
Assemblymember of the 49th District, and now serving as our representative of the 24th
Senatorial District.
Mayor Lozano introduced Maria Contreras-Sweet, Secretary of Transportation. Mayor Lozano
informed the audience that Ms. Contreras-Sweet is a former Baldwin Park resident and a
graduate of Baldwin Park High School. He commended her previous and current work and
contributions to the citizens of the City of Baldwin Park and the citizens of the State of California.
Mayor Lozano expressed his gratitude to Ms. Contreras-Sweet for her presence here this
evening.

Mayor Lozano introduced the former Mayor of the City of La Puente and now
Assemblymember, Mr. Edward Ed" Chavez, 57th Assembly District. Mayor Lozano spoke of
Assemblyman Chavez's accomplishments, specifically the recent introduction of legislation
relating to deregulation and expressed his support of his efforts.
Mayor Lozano acknowledged Valley County Water District Directors Mariana Lake and Alfonso
Contreras, long time resident, former Mayor and recently elected Baldwin Park Unified School
District Board Member, Mr. Jack White, former Councilmember Teri Muse, former Mayor Fidel
Vargas, former Baldwin Park Unified School Board Member Kathleen Gair.
ADMINISTRATION OF OATHS OF OFFICE AND PRESENTATION OF CERTIFICATES OF
ELECTION TO INDIVIDUALS ELECTED ON MARCH 6, 2001, AS FOLLOWS
City Clerk Tizcareno invited Senator Romero to the podium for the purpose of administering the
Oath of Office to Mayor Manuel Lozano. Senator Romero announced that this induction was her
first official induction to another elected official in her newly elected role as Senator. She
expressed her gratitude to the Officials of the City of Baldwin Park who invited her for this
special occasion.
Senator Romero administered the Oath of Office to Mayor Manuel Lozano and presented the
Mayor with a Senate Certificate of Recognition, recognizing his re-election as Mayor of the City
of Baldwin Park.
Mayor Lozano invited Councilmember Marlen Garcia to the podium. He spoke of his colleague
and friend and of her dedication and commitment to the residents of the City of Baldwin Park.
At this time, he invited Senator Romero to the podium for the purpose of administering the Oath
of Office to Councilmember Marlen Garcia. Senator Romero stated that it is an honor and a
privilege for her to administer the Oath of Office to Councilmember Garcia. Senator Romero is
honored to have the opportunity to meet and work with Councilmember Garcia and stated that
they share many of the same visions and interest in their public service.
Senator Romero administered the Oath of Office to Councilmember Marlen Garcia and
presented her with a Senate Certificate of Recognition, recognizing her re-election as
Councilmember of the City of Baldwin Park.
Mayor Lozano invited Councilmember William Bill" Van Cleave and California Secretary of
Transportation Maria Contreras-Sweet to the Podium. Secretary Contreras-Sweet stated that
while the local newspapers have reported her as being a native of the City of Baldwin Park, she
was actually born in the city of Guadalajara Jalisco, Mexico. It is such an honor and distinction
to be recognized as a native of Baldwin Park. She has had the privilege of working for Governor
Gray Davis as the Secretary working on various issues such as railroad, high speed rail, busses,
freeways, housing and other issues that effect the City of Baldwin Park.
Secretary Contreras-Sweet administered the Oath of Office to Councilmember William Bill" Van
Cleave.

Mayor Lozano invited City Clerk Kathryn Tizcareno and her husband, Joseph Tizcareno, City of
South Gate Reserve Police Officer, to the podium. City Clerk Tizcareno invited her children,
Joseph and Candice to the podium to join in the induction ceremony.
Mr. Tizcareno administered the Oath of Office to City Clerk Tizcareno.
Mayor Lozano invited newly elected City Treasurer Maria A. Contreras and Secretary
Contreras-Sweet to the podium. City Treasurer Contreras invited her husband, Alfonso to the
podium to join in the induction ceremony. Secretary Contreras-Sweet spoke of the greatness of
the world's democracy in the transfer of power. She invited former Treasurer Ana Montenegro
to the podium to join in the induction ceremony. She acknowledged Ana's history with the City
of Baldwin Park and her legacy as being the first Latina woman elected to office in the City of
Baldwin Park.
Secretary Contreras-Sweet administered the Oath of Office to City Treasurer Contreras.
Former City Treasurer Ana Montenegro presented newly elected City Treasurer Contreras with a
gift representing of the history of the City of Baldwin Park.
Mayor Lozano shared the recent renaming and dedication of the Metrolink Trans Center to the
Cruz Baca Trans Center. Mr. Cruz Baca was originally from Guanajuato, Mexico. In 1906 he
walked from Guanajuato to Texas. He traveled from Texas via a train until he reached his
destination, the City of Baldwin Park. Mr. Baca left a legacy of accomplishments and
contributions to the City of Baldwin Park. His efforts had gone unnoticed until recently when the
City Council honored his memory with the renaming of the Metrolink Station to the Cruz Baca
Trans Center. Mayor Lozano continued by publicly thanking former City Treasurer Montenegro
for carrying on the extraordinary legacy of her late grand-father, Mr. Cruz Baca. Assemblyman
Ed Chavez presented Certificates of Recognition to former City Treasurer Montengro and
thanked her for the many years of wisdom, friendship and professionalism she brought to the
organization.
COMMENTS FROM OUTGOING AND NEWLY ELECTED OFFICIALS
City Treasurer Maria A. Contreras spoke as follows: She thanked God for his blessings and for
His continued guidance as we begin a term of newly elected officials. She thanked her family,
friends and those who supported her in her campaign. For those who did not support her, she
pledged to work as hard for them and for the good of the people of Baldwin Park. She thanked
outgoing City Treasurer Ana Montenegro and her family for their support and endorsement.
She expressed her profound appreciation to her husband Al for his love and support. She
continued by thanking Secretary Maria Contreras-Sweet, for taking time from her busy schedule
to be here to share this special evening with her. She looks forward to working with the entire
City Council and being an active team member of the organization.
City Clerk Tizcareno spoke as follows: She thanked God for His guidance and thanked her
family for their support and understanding especially as it relates to her time away from them.
She acknowledged her Mother, Angie Vidales and thanked her for her unconditional love and
support. She appreciates having the opportunity to serve as a colleague to the City Council and
looks forward to also working with City Treasurer Contreras. She thanked former City Treasurer

Montenegro for her presence and for sharing her wisdom. She thanked everyone for their
support.
Councilmember Van Cleave spoke as follows: He thanked God for giving him the strength to
work on his campaign, stating that elections are tough and a hard thing to do. He thanked his
wife Susan, for her patience and for her support of his candidacy. He also thanked his
daughters for their support and for their understanding of his time away from them. He
acknowledged his employees who worked on helped on his campaign. He reminded everyone
of his open door policy" and stated that he intends to continue that practice. He spoke of his
love for the City of Baldwin Park and encouraged everyone to do the same. He thanked
everyone for their support and looks forward to serving the people of the City of Baldwin Park for
another four-year term.
Councilmember Garcia spoke as follows: She acknowledged that this is a memorable and
exciting time of her life. There is a new leadership guiding the City into the next Century.
Councilmember Garcia stands committed that the City Council will provide the safest community
for our kids and residents and to provide the quality of life services for working parents and
senior citizens alike. It has been a pleasure to serve the citizens of the City of Baldwin Park.
Councilmember Garcia continued by stating her pledge that the proposed teen center will
become a reality in the City of Baldwin Park. She thanked her friends and all those who helped
and supported her during her campaign. Councilmember Garcia especially thanked her parents
for their love and support and for raising her with standards that made her the person she is
today. She thanked her brothers for their support and encouragement and she especially
thanked her sister, Nellie for being an extraordinary person and a role model in her life.
Councilman expressed her undying gratitude to her children, Robert and Delilah for their support
and encouragement. She thanked everyone for their support and pledged to do the best job for
the benefit of the community and looks forward to serving the citizens of the City of Baldwin Park
for another four-year term.
Councilwoman Linda Gair congratulated Councilmembers Van Cleave and Garcia and Mayor
Lozano and looks forward to the next two years of working together on the City Council. She
commented on the relationship that has developed among the members of the City Council and
herself, stating that things change especially when you get to know each other. All five share a
common ground and that is that they all love the City of Baldwin Park. She expressed her
delight to see Marie Contreras as the new City Treasurer; sad to see Ana go. She
acknowledged City Clerk Tizcareno on her overwhelming uncontested) victory.
Mayor Pro Tern Pacheco welcomed and thanked all those present for their attendance. This
election is a new beginning for the City of Baldwin Park. There are new opportunities, new
hopes, aspirations and a new optimism for the City of Baldwin Park which will drive the City in a
new direction. There has been phenomenal success in the City with the growth of development.
He spoke of the major accomplishments, specifically the renovation of Central Park West, Shyre
Park, future renovation of sports fields, and street and infrastructure improvements. This has
been accomplished as a result of have a City Council that has the ability to work together as a
team to make things happen. He concluded by reading a quote by Cesar Chavez.
Mayor Lozano acknowledged and recognized all of the newly elected officials. As we continue
our journey, it will be a team effort. He introduced Chief Executive Officer Keller, who has an

outstanding performance record in working with the City Council. He acknowledged staff
Directors Carrillo, Nayier, Forintos, and Sanchez. He acknowledged all employees for their hard
work and roles in representing the City of Baldwin Park. He spoke of his 1976 relocation to the
City of Baldwin Park. Mayor Lozano spoke of a situation in which the Baldwin Park Police
Department was in pursuit of a fleeing suspect who, coincidently collided with his father's new
vehicle. Mayor Lozano continued to express his gratitude to the people of the City of Baldwin
Park and he expressed his love for the City. He spoke of the economic development and the
significant transformation that has occurred in the City. He spoke of his commitment and
intention to continue to recognize those meritorious individuals within the community, especially
the youth, for their accomplishments. He looks forward to establishing a close working
relationship with members of the School District and Directors of the Valley County Water
District. He concurred with Councilmember Gair's comments, noting that this council has
worked together as a team for the benefit of the entire community. Mayor Lozano thanked
everyone for their support and he looks forward to serving the community as Mayor of the City of
Baldwin Park.
NOMINATIONS FOR MAYOR PRO TEM
Mayor Pro Tern Pacheco thanked the City Council for allowing him the opportunity to serve as
the Mayor Pro Tern for the previous year.
Councilmember Pacheco nominated Councilmember Linda Gair to serve as Mayor Pro Tern.
There were no other nominations. A motion was made to appoint Councilmember Linda Gair as
Mayor Pro Tern.
MOTION: Councilmember Pacheco SECOND: Councilmember Garcia Motion carried
Mayor Pro Tern Gair thanked her colleagues for the appointment and pledged to work hard
during these last two years of her term in office.
