The CITY COUNCIL and COMMUNITY REDEVELOPMENT AGENCY of the City of
Baldwin Park met in STUDY SESSION at the above time and place.
ROLL CALL
Present: Councilmembers/Members: Marten Garcia, Bill Van Cieave, Ricardo Pacheco, Mayor
Pro-Tem/Vice Chair Linda Gair and Mayor/Chair Manuei Lozano
Also Present: Dayte Keller, Chief Executive Officer; Arnold Alvarez-Glasman, City Attorney; Mark
Kling, Chief of Police; Jose Sanchez, Finance Director; Kara Bouton, Assistant to the Chief
Executive Officer; Rick Forintos, Community Development Director; Rosemary M. Ramirez, Chief
Deputy City Clerk; and Kathleen Sessman, Deputy City Clerk
POINT OF ORDER
The Council unanimously approved to proceed with the scheduled presentation.
PRESENTATIONS
ACTION LEARNING SYSTEM
Bill Steerly presented an overview of the services provided by Action Learning Systems. He
explained the personality quadrants and invited Council, Staff and audience members to
participate in a brief demonstration of the Team Building Analysis methodology.
Chief Executive Office Kelier will bring back a report for City Council review and consideration of
these services.
CLOSED SESSION
The Council/Agency recessed to Closed Session at 6:15 p.m. and reconvened at 7:10 p.m., with
afl members present. City Attorney Alvarez-Gtasman reported the action as foilows:
