The CITY COUNCIL and COMMUNITY REDEVELOPMENT AGENCY of the City of
Baidwsn Park met in SPECIAL STUDY SESSION at the above time and pface.
ROLL CALL
Present: Counciimembers/Members: Marten Garda, Biif Van Cleave, Ricardo Pacheco, Mayor
Pro-Tem/Vice Chair Linda Gair and Mayor/Chair Manuel Lozano
Aiso Present: Dayle Keiler, Chief Executive Officer; ArnoEd Aivarez-Glasman, City Attorney; Mark
Kling, Chief of Police; Jose Sanchez, Finance Director; Kara Bouton, Assistant to the Chief
Executive Officer; Richard Kreisler, Attorney; Rick Forintos, Community Development Director;
Rosemary M. Ramirez, Chief Deputy City Clerk and Kathleen Sessman, Deputy City Clerk
CLOSED SESSION
The Council/Agency recessed to Closed Session at 6:15 p.m. and reconvened at 7:10 p.m., with
ai! members present. City Attorney Aivarez-Glasman reported the action as follows:
CONFERENCE WITH LABOR NEGOTIATOR GC 54957.6)
Agency Negotiators: Jose Mesa, Personnel/Risk Manager, Jose Sanchez, Finance Director,
Kara Bouton, Assistant to the Chief Executive Officer, and Attorney
Richard Kreisler
Employee Organization: SEIU, Professional and Technical Employees; Police Management
Employees Confidential Employees; Baldwin Park Police Officer's
Association and General Management Employees
ACTION: Two components So action as foilows: 1) Direction provided to
Chief Executive Officer; 2) with regards to Police Officers'
Association, Mayor Pro Tern Gair & Counciimember Garcia
refused to vote on this matter and vacated the session. Mayor
Lozano, CounciSmember Pacheco & CounciSmember Van Cieave
authorized staff to make an offer consistent with offer discussed
in closed session.
CONFERENCE WITH LEGAL COUNSEL EXISTiNG LITIGATION GC 54956.9)
Name of Case: Baldwin Park Community Redevelopment Agency vs. Far East Bank
ACTION: Mayor Pro Tern Gair & Councilmember Garcia were not present.
Agency board provided direction to staff to proceed with
acquisition of property owned by Far East Bank.
