The CiTY COUNCIL of the City of Baldwin Park met in REGULAR SESSION at the above
time and place.
ROLL CALL
Present: Council Members: Marien Garcia, Ricardo Pacheco, Bill Van Cieave, Mayor Pro-Tern
Linda Gair, and Mayor Manuel Lozano
Also Present: Arnold Aivarez-Glasman, City Attorney; Dayle Keller, Chief Executive Officer; Mark

ANNOUNCEMENTS
Mayor Lozano congratulated Al Contreras, Mariana Lake and B. Estelta Rubio on their successful
re-election candidacy to the Valley County Water District. He also congratulated Marco Dominguez
and Sergio Corona on their successful candidacy to the School Board.
Mayor Lozano thanked Director Carrilio and staff for the efforts put forth toward the City's 45th
Anniversary parade.
Councilmember Van Cleave noted that he attended the carnival on Sunday and was impressed by
the security at the event.
Mayor Pro Tern Gair requested that Council recognize three Baldwin Park High School students
her granddaughter Ashley being one of the students) who have been selected to perform in the
Honors Choir.
PROCLAMATIONS, PRESENTATIONS AND COMMENDATIONS
Director Forintos introduced newly appointed employee Code Enforcement Officer Suzie Ayala,
Code Enforcement Officer George Rodriguez, Code Enforcement Officer Terry Wallace and
Administrative Clerk Fabiola Saicedo.
Chief Deputy City Clerk Ramirez introduced newly appointed employee Kathleen Sessman, Deputy
City Clerk.

PUBLIC COMMUNICATIONS
Ai Contreras complimented Recreation Director and Staff for an excellent job in coordinating the
parade.
AI Contreras thanked the Council for their support of the efforts of the Sister Cities' Association.
Bob Delgado spoke on behalf of the Police Officers' Association. He acknowledged that a difficult
decision was made this evening regarding the Police Officers Association contract. He reaffirmed
the commitment of the Police Officers' Associations to continue to make the Council proud.
Bob Benbow spoke in favor of the Historical Society Agreement. He also thanked Director Carnllo
and staff for their hard work towards the Kiwanis Halloween program.
Ivlargarita Vargas spoke regarding the eiection turnout, citing that very few people had voted in this
recent election. She suggested forming a committee of which she would like to be a member of) in
an effort to increase the voter turnout in Baldwin Park. She also commented on problems with the
polling locations and wiH provide information to the City Clerk Office for follow-up.

Further reading was waived, read by title only and Resolution No. 2001-108 entitled, A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ALLOWING CLAIMS
AND DEMANDS AGAINST THE CITY OF BALDWIN PARK" was adopted. Councilman Bill Van
Cleave abstained on ali warrants to Mr. Bill's Hardware financial conflict of interest).

APPROVAL OF JOINT VENTURE TRAINING AGREEMENT WITH THE BALDWIN PARK
UNIFIED SCHOOL DISTRICT ADULT AND COMMUNITY EDUCATION AND THE CITY OF
BALDWIN PARK SOT-SO)
An Agreement for implementation of an Extemship Training Program with the Baldwin Park Unified
School District was approved and the Personnel/Risk Manager was authorized to execute the
Agreement.

APPROVAL OF PLANS AND SPECIFICATSONS AND AUTHORIZATION TO ADVERTISE AND
SOLICIT B8DS FOR THE INSTALLATION OP TRAFFIC SIGNALS AT EARL AVENUE AND
FRAZIER STREET, CIP 878 soo^o)
City Council approved the plans and specifications and authorized staff to solicit bids for the
construction phase of the installation of traffic signals at Ear! Avenue and Frazier Street, CIP 876.
AWARD OF CONTRACT FOR THE CONSTRUCTION OF 2001-02 AB 2928 STREET
IMPROVEMENT PROJECT, CIP 875 SGO^O)
The City Council awarded the construction contract to Mobassaiy Engineering, Inc., in the amount
of $419,009 for the construction of the 2001-02 AB 2928 Street improvement Project, CIP 875. The
Mayor was authorized to execute the Agreement. The Director of Public Works was authorized to
execute any necessary change orders in an amount not to exceed ten percent 10%) of the original
contract amount.
AWARD OF CONTRACT FOR THE INSTALLATION OF THE LIGHTING SYSTEM FOR THE
SOCCER FIELD AND BASKETBALL COURTS AT BARNES PARK, CIP 619 soo^o)
The City Council awarded the contract to Benergy, inc., in the amount of $123,360 for the
installation of the lighting system for the soccer field and basketball courts at Barnes Park, CJP 619.
The Mayor was authorized to execute the Agreement. The Director of Public Works was authorized
to execute any necessary change orders in an amount not to exceed fifteen percent 15%) of the
original contract amount.
REPORTS OF OFFICERS
AMENDMENT TO LEASE AGREEMENT BETWEEN THE CITY AND THE HISTORICAL
SOCIETY 630.60)
A motion was made to approve the Lease Agreement with the Baldwin Park Historical Society. The
Chief Executive Officer was authorized to execute the Agreement.

APPROVAL OF A SEISMIC/STRUCTURAL ENGINEERING CONSULTANT SERVICE
AGREEMENT BOO-SO)
A motion was made to approve a Consultant Service Agreement with TMAD Engineers in an
amount not to exceed $11,220 for the purpose of evaluating the auditorium. The Chief Executive
Officer was authorized to execute the Agreement.

COUNCIL / STAFF REQUESTS AND COMMUNICATIONS
ECONOMIC STIMULUS PACKAGE CURRENTLY BEFORE CONGRESS
Council member Pacheco requested that the Councii send a letter to Congresswoman Hilda Soiis,
requesting that additional benefits be added to the package and that additional funding be
requested for additional services in the community that assist those individuals who loose their jobs,
i.e. Mid Valley Consortium. There were no objections.
VEHICLE LICENSE FEES
Mayor Pro Tern Gair requested that a letter be sent immediately to the League regarding the City's
potentiai reduction of Vehicle License fee revenues. There were no objections.
STATUS OF FREEWAY TASK FORCE
CouncElmember Pacheco reported on the status of the Freeway Task Force. Director Naiyer stated
that the design is in progress and reported that the construction wili begin in 2005.
PLAQUE PRESENTATION REQUEST FOR JUDGE TREU
Mayor Lozano requested that Judge Treu be presented with a plaque he served at Citrus and was
recently appointed to the LA Superior Court).
ADJOURNMENT
There being no further matters to be discussed, the meeting was adjourned at 7:35 p.m. to Monday,
November 19, 2001, at 7:00 p.m. in the Council Chamber. Meeting was adjourned in memory of
Arnold Castro.
