The CITY COUNCIL of the City of Baldwin Park met in SPECIAL SESSION at the above
time and place.
ROLL CALL
Present: Council Members: Marten Garcia, Ricardo Pacheco, Bill Van Cleave, Mayor Pro-Tern
Linda Gair, and Mayor Manuel Lozano
Aiso Present: Dayle Keller, Chief Executive Officer; John Olvera, Assistant to City Attorney; Mark

RESOLUTION IN OPPOSITION OF PROPOSED EXPANSION OF WEST COVINA PAROLE
OFFICE 860.40)
A motion was made to waive further reading, read by title only and adopt Resolution No, 2002-015
entitled, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK
OPPOSING THE EXPANSION OF THE CALIFORNIA DEPARTMENT OF CORRECTIONS
PAROLE OFFICE LOCATED AT 1837 W. BADILLO AVENUE, WEST COVINA."
MOTION: Mayor Pro Tern Gair SECOND: Councilmember Garcia Motion Carried
MID YEAR BUDGET REVIEW MO-SO)
Director Sanchez presented the mid-year budget review report.
REVENUE REPORTS
Councilmember Van Cleave requested that all future Revenue Reports specify whether amounts
provided are received annually or in payments. He also requested that reports specify what
percentage of revenue has been received and what percent is still outstanding.
LEGAL PUBLICATION
Mayor Pro Tern Gair expressed concern with the City Clerk's Department use of 54% of their
budget. She inquired whether that was due to the encumbrance, Legal Publications. She
requested that staff develop and implement a more efficient budgeting process regarding legal
publications. She suggested having each department budget for their own legal publication.

PARK MAINTENANCE ASSESSMENT DISTRICT DEFICIT
Mayor Pro Tern Gair requested that staff look into other ways to fund this program. She expressed
concern with using monies from the genera! fund and asked that staff explore more creative and
innovative solutions. Director Sanchez stated that staff has explored and implemented a variety of
creative options. He stated that most Cities fund their parks using general fund monies.
Mayor Lozano requested that the issue of the Park Maintenance Assessment District deficit be
brought back to council at a later date.
Director Sanchez requested Council authorization to hire an Assessment Engineer to proceed with
the preparation of an analysis. By Council consensus, Director Sanchez was authorized to hire an
Assessment Engineer to evaluate an assessment overlay and bring back a report to the Council.
Director Sanchez requested Council authorization to re-appropriate prior year appropriations as set
forth in the Finance Directors Report.
A motion was made to authorize Director Sanchez to re-appropriate prior year carry-over
appropriations from Fiscal Year 2000-2001 and as referenced by fund in the Mid Year Budget
Study Session Report dated January 30, 2002.

FORECAST
Chief Executive Officer Kelier provided Council with a brief summary of changes and projects that
will be brought before Council in the upcoming months. She mentioned the implementation and
staffing of a 3rd floor reception area and the City's upcoming cable talk show.
Assistant to the Chief Executive Officer Bouton stated that several new projects with the Chamber
of Commerce that's focus is on promoting business throughout the City, will be presented within the
next couple of months, for Council's review and consideration.
COUNCIL / STAFF REQUESTS AND COMMUNICATIONS
Councilmember Pacheco expressed his gratitude to staff for all their hard work and dedication and
thanked them for pulling together, working hard, and helping the City get where it is today.
ADJOURNMENT
There being no further matters for discussion, the meeting was adjourned at 7:45 p.m.
