The CITY COUNCIL and COMMUNITY REDEVELOPMENT AGENCY of the City of Baldwin Park met in STUDY SESSION at the above time and place. ROLL CALL Present: Councilmembers/Members: Marten Garcia, Bill Van Cleave, Ricardo Pacheco, Mayor Pro-Tem/Vice Chair Linda Gair and Mayor/Chair Manuel Lozano Also Present: Dayle Keller, Chief Executive Officer; Arnold Alvarez-Glasman, City Attorney; Jose Mesa, Personnel/Risk Manager; Roger Colvin, Attorney; Susan Diotte-Garcia, Colen & Lee Liability Administrator; Rick Forintos, Community Development Director; Helen Hernandez, Program Coordinator for Family Services; Rosemary M. PRESENTATIONS FAMILY SERVICE CENTER SERVICES Helen Hernandez, Family Service Center Program Coordinator, Presented the report as follow: The Family Service Center concept was established and created by former Mayor Pro-Tern Tern Muse. A collaborative was formed and then came the Family Service Center Advisory Board. The Board was made up of members and residents from the community. This included councilmembers, commissioners, residents, parents, school district employees, and area service groups. After exhaustive efforts to Sink City Staff with non-profit organizations, and social service providers the facility was opened in July of 1997. The Family Service Center is a vital link between the community and social services needed to get through life's daily challenges. The Family Service Center is a resource for information, services, and assistance with answers. The Mission Statement of the Family Service Center is to be committed to providing a centralized facility for non-profit service agencies of social, health, and human services that provide low or no- cost services for residents of Baldwin Park to overcome their daily challenges and improve the quality of life. The Family Service Center provides assistance to residents by hosting special events that cater to the specific needs of our clients. The special events hosted by the Family Service Center are as follows: Kids Care Fair, Christmas Food Baskets and Toy Drive and Women's Cancer Screenings. In addition to the special events organized through the Family Service Center, some of the On Site Services are as follows: Kaiser Permanente Educational Outreach, Kids Kare A Van, Choices- Healthy Families, Mid San Gabriel Valley Consortium, MAOF, Vista Opportunities, Grupo Apoyo, Reading Rugrats, Healthy Families, California Kids, & Medi-Cal Enrollments, Clothing Bank, Sleeping Bags & Blankets, Food Bank assistance, Emergency Transportation Tokens, Emergency Shelter Assistance and Emergency Food Voucher Assistance. While the on-site services may not be able to fulfill all of a family's needs, staff has prepared an extensive list of resources and referrals. Our listings of resources are quite extensive and include the following: Department of Social Services—Cal Works & General Relief, TANF, Diversions Program; Assistance, Food Stamps; WIC- Women Infants & Children, Nutritional assistance; Social Security- Cards or benefits; Housing Authority & Housing Lists; Child Care Services; Legal Aid- Bankruptcy, divorce & legal separations, immigration, suits, housing, restraining orders, and information; Family Counseling & Individual Counseling; Drug & Alcohol Rehabilitation; Hospital Bill Assistance; Medical Attention & Assistance; Dental Attention & Assistance; Vision Attention & Assistance; Hearing Attention & Assistance; Job Training & Job Placements and Notary Public Assistance & Tax Preparations. Mayor Lozano, Councilmember Van Cleave and Councilmember Garcia commended Coordinator Hemandez for the presentation and thanked her and the Family Service Center staff for their hard work and dedication, as well as the variety and quality of the services provided by the center.
