The CITY COUNCIL and COMMUNITY REDEVELOPMENT AGENCY of the City of Baldwin Park met in STUDY SESSION at the above time and place. Nothing further to report PRESENTATIONS SAN GABRIEL VALLEY MOSQUITO AND VECTOR CONTROL DISTRICT PRESENTATION 560-30) Steve West, Representative of San Gabriel Mosquito and Vector Control District, presented a brief summary of the San Gabriel Valley Mosquito and Vector Control District. Mr. West stated that the District's goal is to provide 100% protection to the public from vector-borne disease. He further stated that the District incorporates an integrated Pest Management Plan IPMP comprised of four key elements: education, surveillance, prevention, and control. Mayor Lozano expressed his desire to see the City join and work with the Mosquito and Vector Control District to educate and protect the residents of Baldwin Park. Upon question by Mayor Lozano Mr. West advised that assistance is provided only to members of the District. Mayor Pro Tern Gair strongly supports an abatement program and the City's future membership in the District. Mr. West responded to a question by Councilmember Garcia, stating that the District presently does not have a program in place for red ants- TRANSPORTATION EQUITY ACT TEA-21) GRANT APPLICATION UPDATE 390-35) Ron Cano, Downtown Maine Street Visions, stated that the city recently received a $100,000 grant which will assist the City with their planning efforts of the downtown area. He provided an update on the efforts to secure an additional grant in the amount of 3.2 million dollars, which if approved, will be used to carry out the specific plan for the downtown civic center area. Mr. Cano referred to the current configuration of Maine Street and its surrounding, stating that it is not pedestrian friendly nor does it provide a smooth flow of vehicular traffic. He stated that additional grant funding will provide an opportunity for the City to design and master plan the area. it is the intent to design the area so that existing downtown destination points become linked, for example, linking the Metrolink Station to the downtown district. Mr. Cano stated that Baldwin Park has a population that is heavily dependant upon pedestrian transportation. As such, a funding source has been identified, under the Transportation Equity Act, that allows grant monies to be used to create business districts that are pedestrian and bike safe and friendly. Mr. Cano announced that on March 17, 2002, Councilmembers Garcia, Pacheco, Chief Executive Officer Keiler and himself, are traveling to Washington, D.C. to meet with our legislator and discuss the city's acquisition of an additional 3.2 million dollar grant. He also briefed the City Council on his efforts of securing signatures for the formation of a Property Based Improvement District which is designed to improve economic conditions within the Downtown area. Mayor Lozano expressed his optimism regarding the development of this area and it future success. Councilmember Pacheco thanked Mr. Cano for his assistance and hard work. He stated that this grant is going to help revitalize the Downtown Area and bring a new look to Baldwin Park. Counciimember Pacheco conveyed his thanks to Congresswoman Hilda Solis for her continued support and aJI her efforts to assist the City in obtaining funds for the revitalization of the Downtown Area.
