HomeMy WebLinkAbout1998 010 CC RESO1998 010 CC RESO¹òw @˜’ RESO 98-10 FEB 4 1998[H' 8 RESOLUTION NO.98-10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ADOPTING THE MULTI-HAZARD FUNCTIONAL PLAN AS THE AMENDED EMERGENCY RESPONSE OPERATIONS PLAN IN ACCORDANCE WITH THE STATE OF CALIFORNIA STANDARDIZED EMERGENCY MANAGEMENT SYSTEM SEMS). WHEREAS, the Los Angeles County area has suffered major earthquakes, fires, floods, and civil unrest, and the potential for a major catastrophe as a result of earthquake, fire, flood, or other natural or manmade disaster remains high; and WHEREAS, Chapter 36 of the City Code of Ordinances defines and sets the guidelines for the preparation of plans for the protection of persons and property within this City in the event of an emergency or disaster; and WHEREAS, the loss of life and property can be greatly reduced if appropriate disaster preparedness measures and planning are taken before, during, and after a damaging situation. Greater efficiency, planning, and response can be achieved by joint efforts between the City of Baldwin Park and the County of Los Angeles in an emergency organization; and WHEREAS, the state of California has adopted Standardized Emergency Management System SEMS) Regulations in Title 19, Division 2 of the State's Code of Regulations which state that all local governments within Los Angeles County shall be organized into a single Operational Area. SEMS states the Los Angeles County Government shall serve as the lead agency of the Operational Area; and WHEREAS, an approved Multi-Hazard Functional Plan must be on file with the State of California Governor's Office of Emergency Services in order for the City to qualify for reimbursement of City Personnel costs incurred while responding to eligible disasters; and NOW, THEREFORE, upon review of the Multi-Hazard Functional Plan, be it resolved that the City Council of the City of Baldwin Park, California, approve and adopt said Multi-Hazard Functional Plan and submit Council's concurrence to the State Office of Emergency Services. APPROVED AND ADOPTED this 4th day of February, 1998.
