A RESOLUTION OF THE CITY OF BALDWIN PARK APPROVING A
DISPOSITION AND DEVELOPMENT AGREEMENT OF AND BETWEEN
THE BALDWIN PARK REDEVELOPMENT AGENCY AND
AUTONATION USA, A FLORIDA CORPORATION, PERTAINING TO
THE DISPOSITION AND DEVELOPMENT OF REAL PROPERTY
LOCATED IN THE SIERRA VISTA REDEVELOPMENT PROJECT AREA
AND MAKING FINDINGS THEREFORE AS REQUIRED BY THE
CALIFORNIA HEALTH AND SAFETY CODE REDEVELOPMENT LAW
SECTION 33433
WHEREAS, the City of Baldwin Park the City, is a municipal corporation and general law
city organized under the laws of the State of California and the Baldwin Park Redevelopment Agency the
Agency") is a public body, corporate and politic, organized and existing under the California Community
Redevelopment Law the e*CRL", Health and Safety Code Section 330 00 et seq.); and
WHEREAS, by previous action of the City and Agency, the Sierra Vista Redevelopment Plan
Ohe Plan"), for the Sierra vista Redevelopment Project Area the Project Area") was established; and
WHEREAS, the City desires to Implement the Plan for the Project Area by providing for the
development of a commercial retail center through the disposition of certain real property in the Project Area;
and
WHEREAS, the Agency proposes to enter Into a Disposition and Development Agreement
Ohe Agreement") with AutoNation USA the Developer"), concerning the real property generally located at
Big Dalton Avenue to the west Merced Avenue to the north, Puente Avenue to the east, and the San
Bernardino I-10) Freeway to the south in the City the Site"); and
WHEREAS, notice of a joint public hearing of the City and Agency concerning the proposed
Agreement has been given in accordance with applicable law; and
WHEREAS, a copy of the proposed Agreement and a summary report has been provided
for public review in accordance with applicable law.
NOW, THEREFORE, BE IT RESOLVED by the City as follows:
SECTION 1. The Agreement will assist In the elimination of physical and economic blight
consistent with the requirements of the CRL.
SECTION 2. The Agreement is corsistent with the Agency's adopted ABI 290 and 5B732
Implementation Plan.
SECTION 3. The consideration is not less than fair market value at the highest and best
use under the Plan and with the covenants and conditions and development costs authorized by the
Agreement, as discussed In the Section 33433 Report. The Developer shall develop the Site for commercial
use and make infrastructure Improvements In the Site including removal of hazardous materials on the Site.
SECTION 4. The Agreement, a copy of which is on file with the Deputy City Clerk, is hereby
approved.

SECTION 5. The City consents to the City's authorization and direction to the Chairman
of tin Executive Team to take such actions and execute such documents as may be necessary to Implement
and effect the Agreement on behalf of the Agency. City staff Is also authorized and directed to take such
actions and execute such documents ma may be necessary to implement and effect the Agreement
APPROVED AND ADOPTED this 16TH day of September 1998.
