A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK
DECLARING ITS CONTINUING EFFORTS TO ERADICATE HATE CRIMES IN
THE CITY AND EXPRESSING ITS SOLIDARITY WITH THE LOS ANGELES
COUNTY BOARD OF SUPERVISORS IN CONDEMNING RECENT HATE
CRIMES
WHEREAS, Matthew Shepard died a few days after he was found tethered to a fence on
a cold October morning in Wyoming having been kidnapped, threatened, gay baited, cut, burned
and pistol whipped, his skull broken and left to die.
WHEREAS, his perpetrators' have been accused of murder and hate crimes.
WHEREAS, vigils and forums have been held nationwide and the country has been in
shock and mourning since this situation became public knowledge.
WHEREAS, even at his funeral hate filled demonstrators yelled hate filled messages in
front of the church in which services were being held.
WHEREAS, the Board of Supervisors of Los Angeles County have passed a resolution
supporting federal hate crime legislation.
WHEREAS, the people of this nation are looking to their elected leadership for guidance
and support as we heal from this national tragedy.
WHEREAS, Baldwin Park is a culturally and socially diverse community who's harmony
relied on tolerance and understanding.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Baldwin Park:
SECTION 1. That the City of Baldwin Park has zero tolerance policy towards all hate
crimes and asks that the residents of Baldwin Park embrace diversity and encourage tolerance;
SECTION 2. That the City Council wishes to send its condolences to the family and
friends of Mathew Shephard and joins with the national outcry against the viciousness of this
crime.
SECTION 3. That this Resolution shall be forwarded to the Los Angeles County Board
of Supervisors and to the family of Mathew Shephard.
PASSED AND ADOPTED by the City Council of the City of Baldwin Park on this day of
November 4, 1998.
