HomeMy WebLinkAbout1999 088 CC RESO1999 088 CC RESO¹òw @˜\RESO 99-88 NOV 3 1999[H18 RESOLUTION NO.99-88 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, DECLARING ITS SUPPORT FOR SENATE CONSTITUTIONAL AMENDMENT NO.7 WHEREAS, Senate Constitutional Amendment No.7 SCA 7) introduced by Senators Richard G. Polanco D-Los Angeles) and Kevin Murray D-Los Angeles), proposes to place an amendment to Section 4 of Article II of the State Constitution before the voters providing for a governing body of 9 or more members in a county with a population of more than 5 million; and WHEREAS, The County of Los Angeles was established in 1850 with a 5 Board of Supervisors members and a population of approximately 5,000 persons and; WHEREAS, today the population of the County of Los Angeles is estimated at 9.6 million people. Nearly 150 years have passed and the number of supervisors has remained static while the population in each district has grown nearly 2,000 fold; and WHEREAS, unless SCA 7 is adopted, each supervisorial district in Los Angeles County will soon exceed 2 million residents; and WHEREAS, it is time to increase the number of representatives in order to provide the most effective representation; and WHEREAS, the City of Baldwin Park supports the approach set forth in Senate Constitutional Amendment No.7 and finds it to be an appropriate proposal to make county government more accessible and accountable; and WHEREAS, SCA 7 protects the taxpayer from increased costs of government by restricting all future expenditures for the Board of Supervisors to the current budgeted amount. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Baldwin Park supports increasing the size of Los Angeles County Board of Supervisors, in order to improve the effectiveness, enhance the quality of services throughout the County and raise the quality of life for all the people of the City of Baldwin Park and the County.
