A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK, CALIFORNIA, SETTING THE ANNUAL
APPROPRIATION LIMIT FOR THE FISCAL YEAR 2001/2002.
WHEREAS, Article XIIIB of the California Constitution requires the Legislative Body to
establish an Appropriations Limit annually beginning with the Fiscal Year ending June 30,
1981; and
WHEREAS, the City Council is required by Section 7910 of the Government Code, to
establish its Appropriations Limit by Resolution; and
WHEREAS, the Appropriations Limit documentation has been available for public
inspection for the required fifteen days, in accordance with Section 7910 of the Government
Code, prior to the approval of the limit by the Legislative Body.
NOW, THEREFORE, the City Council of the City of Baldwin Park does hereby resolve
as follows:
SECTION 1. The Appropriations Limit for the Fiscal Year 2001/2002 has
been determined to be $44,034,405 and was prepared using the change in California's
Per Capita personal income price factor of 7.82 and the population percentage factor
of 1.81, as provided by the State Department of Finance, pursuant to Sections 2227
and 2228 of the Revenue and Taxation Codes, calculation as of January 2001.
SECTION 2. That the City Clerk shall certify to the adoption of this
Resolution and the same shall be in full force and effect immediately upon its adoption.
PASSED, APPROVED AND ADOPTED by the City Council of the City of
Baldwin Park this 20th day of June, 2001.

SUBJECT: Establish Appropriation Limit for Fiscal Year 2001/2002
PURPOSE
This Report recommends that the City Council adopt a resolution establishing the City's
appropriation limit for Fiscal Year 2001/2002 as required by State Law.
BACKGROUND
Article XIII.B of the California State Constitution specifies that appropriations made by
State and local governments may increase annually by a factor comprised of the change
in populations combined with either the change in California per capita personal income
or the change in the local assessment roll due to local non-residential construction,
whichever is greater.
DISCUSSION
Data provided by the State Department of Finance indicates that the change in per
capita personal income is 7.82% over last year and the population change over last year
is 1.81 %. These factors combined will increase the City's annual appropriation limit to
$44,034,405 for Fiscal Year 2001/2002. Although the law authorizes the City to spend
up to this amount from the proceeds of taxes, the Fiscal Year 2001/2002 budget
proposes to appropriate only 31% of this allowable limit.
RECOMMENDATION
It is recommended that the City Council waive further reading, read by title only and
adopt the attached Resolution No. 2001-063 entitled, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, SETTING THE ANNUAL
APPROPRIATION LIMIT FOR THE FISCAL YEAR 2001/2001."
