A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK, CALIFORNIA, SETTING PRIORITIES FOR
FILING WRITTEN ARGUMENTS REGARDING CITY MEASURE
A, TO BE SUBMITTED AT THE SPECIAL MUNICIPAL ELECTION
TO BE HELD ON NOVEMBER 6, 2001, AND DIRECTING THE CITY
ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS
WHEREAS, the City Council desires to submit to the qualified voters of the City, at
a Special Municipal Election, a measure asking the voters whether the City Council should
adopt an ordinance amending Chapter 93 of the Municipal Code, making it unlawful to sell,
use, and/or possess fireworks, whether dangerous or otherwise, within the City;
WHEREAS, a Special Municipal Election is to be held in the City of Baldwin Park on
November 6, 2001, at which the following measure will be submitted to the voters:
MEASURE A
PROPOSED AMENDMENT TO CHAPTER 93 OF THE MUNICIPAL CODE
SHALL AN ORDINANCE BE ADOPTED WHICH WOULD PROHIBIT THE
SALE, USE, AND/OR POSSESSION OF ALL FIREWORKS, INCLUDING
SAFE AND SANE FIREWORKS, WITHIN THE CITY OF BALDWIN PARK?
YES/NO)
WHEREAS, the City Council desires to designate the person(s) to file written
arguments for and against the measure described above, and to direct the City Attorney
to prepare an impartial analysis regarding the measure described above.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BALDWIN PARK
DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. Arguments In Favor of Measure
The City hereby authorizes Mayor Pro Tern Linda Gair to file a written argument in
favor of Measure A as specified above, in accordance with Article 4, Chapter 3, Division
9 of the Elections Code of the State of California, and to change the argument until and
including the date fixed by the City Clerk, after which no arguments for or against the City

measure may be submitted to the City Clerk. In the event that a written argument is not
submitted, the provisions of Elections Code Section 9287 shall apply.
SECTION 2. Arguments Against Measure
The City hereby authorizes Councilmember Bill Van Cleave to file a written argument
against Measure A as specified above in accordance with Article 4, Chapter 3, Division 9
of the Elections Code of the State of California and to change the argument until and
including the date fixed by the City Clerk after which no arguments for or against the City
Measure may be submitted to the City Clerk. In the event that a written argument is not
submitted, the provisions of Elections Code Section 9287 shall apply.
SECTION 3. Impartial Analysis
The City Council hereby directs the City Clerk to transmit a copy of the above
Measure A to the City Attorney. The City Attorney shall prepare an impartial analysis for
the Measure showing the effect of the Measure on existing law and the operation of the
Measure. The Impartial Analysis shall be filed by the date set by the City Clerk for filing of
primary arguments.
SECTION 4. That the City Clerk shall certify to the adoption of this Resolution and
shall cause the same to be processed in the manner required by law.
