HomeMy WebLinkAbout2002 015 CC RESO2002 015 CC RESO¹òw @˜èRESOLUTION NO. 2002-015 A RESOLUTION OF THE CITY OF BALDWIN PARK OPPOSING THE EXPANSION OF THE CALIFORNIA DEPARTMENT OF CORRECTIONS PAROLE OFFICE LOCATED AT 1837 W. BADILLO AVENUE, WEST COVINA WHEREAS, the State Department of Corrections has determined to expand their Parole Office located at 1837 Badillo Avenue, West Covina; and WHEREAS, a State parolee is an individual with a criminal history, including behavior that poses a threat to the general public; and WHEREAS, parolees must travel through Baldwin Park and are likely to loiter in and around the neighborhood of the office; and WHEREAS, the proposed expanded Parole Office would allow for the service of more parolees than are currently being served by the office; and WHEREAS, the proposed expanded Parole Office is located in a highly urbanized, residential area with hundreds of residents living in close proximity and near several businesses; and WHEREAS, the expansion of such Parole Office would be a continuing source of unmitigatable concern for public safety, as well as psychological and emotional distress, for ail that live, work, recreate, and attend school in the surrounding urbanized areas; and WHEREAS, because the Parole Office is located in an urbanized land use environment, the expansion of said office is completely incompatible with the surrounding uses, such as the residential properties, Baldwin Park High School, a Day Care Center, and the planned Teen Center & Skate Park; and WHEREAS, the State Department of Correction has set an internal policy to prevent the location of Parole offices by schools, and is defying their own policy in proposing this expansion; and WHEREAS, the City of Baldwin Park will work in close concert with neighboring cities West Covina, Covina and irwindale), the County of Los Angeles, Baldwin Park Unified School District, State elected officials, Congressional elected officials, other public agencies/institutions and community individuals and organizations to oppose the Parole Office expansion project; and BIB] 37425-U01 2002-U02 015-U02 CC-U02 RESO-U02 LG1-U03 LI3-U03 FO8417-U03 FO8678-U03 DO8810-U03 C6-U03 RESO-U03 03/13/2002-U04 ADMIN-U04 2002 015 CC RESO¹òw @˜èResolution 2002-015 Page 2 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Baldwin Park does hereby resolve as follows: SECTION 1. The City Council vehemently opposes the expansion of the State Parote Office located at 1837 Badillo Avenue, West Covina; and SECTION 2. The City Council finds that, because the Parole Office is located in an urbanized land use environment, the expansion of said office is completely incompatible with the surrounding uses, such as the residential properties, Baldwin Park High School, a Day Care Center, and the planned Teen Center & Skate Park; and SECTION 3. The City Council does hereby request the State Department of Correction to change its decision regarding the expansion of the State Parole Office, and to instead locate the Parole Office in a more appropriate environment; and SECTION 4. The City Council does hereby direct that copies of this resolution be sent to the California Governor, Speaker of the Assembly, President Pro Tern of the Senate, all State Assembly Members, all State Senators, Congresswoman Solis, Members of the Los Angeles County Board of Supervisors, all relevant State Departments, City of West Covina, City of Covina, City of Irwindale, Baldwin Park Unified School District, and the media print, television, radio, CATV, electronic data and others); SECTION 5. The City Clerk shall certify to the adoption of this resolution and shall forward a copy of the adopted resolution in the manner set forth above. PASSED, ADOPTED, AND APPROVED this 30th day of January 2002.
