THE CITY COUNCIL OF The CILPY OF BALIVIN PARK DOES ORDAIN 1°.S FOLLOWS Sls'TION 1. Section 8200 of the Baldwin Park Municipal Code is hereby amended to read as follows: 8200. Adoption of the Uniform Plumbing Code, 1952 Edition, And Amendments Thereto. Those certain documents on file in the office of the City Clerk, being marked and designated as Uni- form Plumbing Code, 1952 Edition,' consisting of three copies in book form, as amended by Sections 8201 through 8220 of this Chapter, hereby are adopted as the Plumbing Code of the City of Baldwin Park to provide for the protection of the public health and safety and the examination, registration, licensing of per- sons engaged in the business of plumbing or laboring at the trade of plumbing, requiring a permit for the installation or alteration of plumbing and- drainage systems; creating an adminis- trative office; defining certain terms; establishing minimum regulations for the installation, E.lteration, or repair of plumb- ing and drainage systems and the inspection thereof; and the same are made a part hereof as if' fully set out in the Chapter. 8202. Lmending Section 1.2. Section 1.2. of said Uniform Plumbing Code hereby is amended to read: Section 1.2. Administrative Authority. The office of Plumbing Inspector hereby is established. The County Engi- neer o£ the County of Los Angeles, California, shall be the Plumbing Inspector. It shall be the duty of the Plumbing In- spector to enforce the provisions of this Code and he shall be the Administrative Authority referred to in this Code. 8205. Amending Section 1.13. Section 1.13 of said Uniform Plumbing Code hereby is amended to read: Section 1.13. Cost of Permit. Every applicant for a permit to install, add to, alter, relocate, or replace a plumb- ing or drainage system, or a part thereof, shall state in writing on the application fona provided for that purpose, the character of work proposed to be done and the amount and kind in connec- tion therewith, together with such-information pertinent thereto as may be required. NO. 2 Such applicant shall pay for each permit issued at the time of issuance, a fee in accordance with the following schedule, and at the rate provided for each classification shown therein. Any person who shall commence any plumbing work for wrich a permit is required by this Code without first hav- ing obtained a permit thereof shall, if subsequently permitted to obtain a permit, pay double the permit fee fixed by this section for such work, provided, however, that this provision shall not apply to emergency work when it shall be proved to the satisfaction of the Administrative Authority that such work was urgently necessary and that it was not practical t o obtain a permit therefor before the commencement of the work. In all such cases a permit must be obtained as soon as it is practical to do so, and if there be an unreasonable delay in obtaining such permit, a double fee as herein provided shall be charged. Schedule of Fees Plumbing permit fees shall be as follows: For each permit $1.00 In addition: For each plumbing; fixture or trap including drainage and water piping) 80 or eacl-: syste.:i of gas pipin;7, on any one meter or alteration or retest of existing gas piping system 1.00 or each water heater and./or vent 1.00 or. repair or alteration of drainage piping and/or vent piping 1.00 P'or reconnection and retest of existing plumbing, drainage, and water systems in relocated build- ings 2.00 For each piece of water-treating equipment and/or water piping installed without accompanying plumbing 1.00 For each industrial waste pretreatment interceptor, including its trap and vent excepting kitchen type grease interceptors functioning as fix- ture traps 80 Sewer and private sewage disposal permit fees shall be as follows: For each permit 1.00 ORD 002ê79wT ×Pé…ORD. NO. 2 In addition: For the connection of a house sewer to a public sewer separate permit required for each such connection) $3.50 or the connection of each additional building or additional work to a house sewer 1.00 For the connection of a house sewer to a private sewage disposal system 1.00 For each private sewage disposal system septic tank and seepage pits and/or drainfield) 2.00 For each cesspool special conditions only) 2.00 For disconnection, abandonment, alteration or re- pair of any house sewer or private sewage disposal system or part thereof 1.00 For the purpose of this section a sanitary plumbing out- let on which or to which a plumbing fixture or wopliance may be set or attached shall be construed to be a fixture. When a permit has been obtained to connect an existing building or ex- isting work to the public sewer, or to connect to a new private disposal facility, backfilling of private sewage disposal facil- ities abandoned consequent to such connection is included in the house sewer permit. 8206. Amending Section 2.1. Section 2.1 of said Uniform Plumbing Code hereby is amended to read: Section 2.1. General. No person shall conduct, carry on, or engage in the business of plumbing without being properly licensed by the State of California. No person shall work or labor at the trade of plumb- ing in the capacity of a journeyman plumber without having in his possession a valid journeman plumber's license issued by the County of Los Angeles, State of California, or work or labor at the trade of plumbing in the capacity of an apprentice plumber without having in his possession a valid apprentice plumber's license issued by the County of Los Angeles, State of California. ORD 002ê79wT ×Pé… ORD. NO. 2 This Ordinance is hereby declared to be for the imme- diate preservation of public r Pace, health and safety. A declaration of the facts constituting its urgency is as follows: The City of Baldwin Park was incorporated on January 25, 1956. Prior to that time the area encompassed in said city was governed by the ordinances of the County of Los ngeles. Upon the incorporation of said city said ordinances no longer had any effect upon or application t o persons or property within the City of Baldwin Park. It therefore was necessary to immediately enact Ordinance No. 1 in order to prevent complete chaos within the City of Baldwin Park as there would have been no restraint upon persons in respect to any of their personal actions or in regard to the use of their property. This Ordinance, as amending and adding to Ordinance No. 1 must for the same reasons take effect imme- diately; to wait the thirty-day period would cause chaos v,-ithin the City of Baldwin Park as there would b e no restraint upon persons in regard to any of their personal actions or in regard to the use of their property. The City Clerk shall certify tot he adoption of this Ordinance and. shall cause the F7arme to be puolished or posted in the manner required by law, and this Ordinance shall take effect immediately upon its adoption.
